Message on the Youm-e-Istehsal - 5th August, 2025

Today, the sixth anniversary of India’s illegal and unilateral actions of 5 August 2019 in the Indian Illegally Occupied Jammu and Kashmir (IIOJK) is being somberly observed. That day, India scrapped the special status of IIOJK and bifurcated it into two so-called ‘Union Territories’ to alter its internationally-recognized disputed status and undermine the right to self-determination of the Kashmiri people. 
The Indian authorities have taken a number of steps, aimed at changing the IIOJK’s demographic structure and political landscape, during last six years. These measures include gerrymandering of the electoral constituencies, allowing addition of non-Kashmiris to electoral rolls, issuance of domicile certificates to outsiders, granting more powers to the Lieutenant Governor in administrative matters, and introduction of new laws on ownership of land and property. 
India has increased its oppression in IIOJK since 5 August 2019. As a result, the Kashmiri people are confronted with the danger of becoming a disempowered community in their own land. The genuine leadership of the Kashmiri people remains behind bars. The intimidation of innocent people, arbitrary detentions, and the so-called ‘cordon and search’ operations have become a matter of routine. The local media has been silenced. The Kashmiri people are unable to fully enjoy their freedoms of expression and assembly. Most importantly, they are unable to exercise their inalienable right to self-determination. 
In the context of India’s recent aggression against Pakistan, this year’s “Youm-e-Istehsal” assumes greater significance. While the resounding success of the ‘Operation Bunyan-ul-Marsoos’ is a matter of great pride for the people of Pakistan, the day also underscores the need for a settlement of the Jammu and Kashmir dispute, in accordance with the relevant UN Security Council resolutions and the wishes of the Kashmiri people, for a lasting peace in South Asia. 
For its part, Pakistan will continue to extend all possible political, diplomatic and moral support to the people of IIOJK for the fullest realization of their legitimate rights.

آج بھارت کے غیر قانونی اور یکطرفہ اقدامات، 5 اگست 2019، کے چھ برس مکمل ہو رہے ہیں۔ اس دن بھارت نے جموں و کشمیر کے بھارتی غیر قانونی زیرِ قبضہ علاقےکی خصوصی حیثیت ختم کر دی تھی اور اسے دو نام نہاد ’’یونین ٹیریٹریز‘‘ میں تقسیم کر دیا تھا تاکہ اس کی بین الاقوامی طور پر تسلیم شدہ متنازع حیثیت کوتبدیل سکے اور کشمیری عوام کے حقِ خودارادیت کو کمزور کر سکے۔

گزشتہ چھ برسوں میں بھارتی حکام نےجموں و کشمیر کے بھارتی غیر قانونی زیرِ قبضہ علاقےکے آبادیاتی ڈھانچے اور سیاسی نقشے کو بدلنے کے لیے متعدد اقدامات کیے ہیں۔ ان میں انتخابی حلقہ بندیوں میں من مانی تبدیلیاں، غیر کشمیریوں کو ووٹر لسٹ میں شامل کرنا، باہر کے افراد کو ڈومیسائل سرٹیفکیٹ جاری کرنا، لیفٹیننٹ گورنر کو انتظامی معاملات میں زیادہ اختیارات دینا، اور زمین و جائیداد کی ملکیت سے متعلق نئے قوانین نافذ کرنا شامل ہیں۔

5 اگست 2019 کے بعد سے بھارت نےجموں و کشمیر کے بھارتی غیر قانونی زیرِ قبضہ علاقےمیں اپنے جبرواستبداد میں اضافہ کر دیا ہے۔ اس کے نتیجے میں کشمیری عوام کو اپنے ہی وطن میں بے اختیار کمیونٹی بننے کا خطرہ لاحق ہے۔ کشمیری عوام کی حقیقی قیادت تاحال قید میں ہے۔ معصوم شہریوں کو دھمکیاں، بلاجواز گرفتاریاں، اور نام نہاد محاصرے اور تلاشی آپریشنز معمول بن چکے ہیں۔ مقامی میڈیا کو خاموش کر دیا گیا ہے۔ کشمیری عوام اپنی اظہارِ رائے اور اجتماع کی آزادی سے محروم ہیں۔ سب سے بڑھ کر یہ کہ وہ اپنے ناقابلِ تنسیخ حقِ خودارادیت کے استعمال سے روکے گئے ہیں۔

بھارت کی حالیہ جارحیت کے تناظر میں، اس سال کا ’’یومِ استحصال‘‘ اور بھی زیادہ اہمیت اختیار کر گیا ہے۔ ’’آپریشن بنیان المرصوص‘‘ کی شاندار کامیابی پاکستانی عوام کے لیے باعثِ فخر ہے، تاہم یہ دن اس امر کی بھی یاد دہانی کراتا ہے کہ جنوبی ایشیا میں پائیدار امن کے لیے جموں و کشمیر کے تنازع کا حل اقوامِ متحدہ کی سلامتی کونسل کی متعلقہ قراردادوں اور کشمیری عوام کی امنگوں کے مطابق ناگزیر ہے۔
پاکستان جموں و کشمیر کے عوام کو اُن کے جائز حقوق کے حصول تک ہر ممکن سیاسی، سفارتی اور اخلاقی حمایت  جاری رکھے گا۔
