Islamabad, 24 June 2023: President Dr Arif Alvi has directed the Sui Northern Gas Pipelines Ltd (SNGPL) to rectify the gas bill of a consumer and apologize to him as he had been wrongly billed for two solar geysers at his residence whereas only one geyser had been installed by the contractor. The contractor had wrongfully mentioned the installation of two geysers in forms, provided his own contact number to manipulate the verification process, submitted the documents to the SNGPL office, and absconded after committing fraud.

“It is shameful that the management is ignoring corruption within SNGPL and harassing the members of the public. Rather than investigating its contractor, SNGPL is further burdening the public because of its incompetence and connivance by defending its illegal action. An inquiry must be done and persons involved be brought to justice”, ordered the President while rejecting a representation filed by SNGPL against a decision of the Wafaqi Mohtasib.

As per the details, Mr Tahir Hussain (the complainant) had lodged a complaint with Wafaqi Mohtasib stating that an SNGPL official installed one solar geyser in his house and told him that the payment for the geyser would be claimed in instalments in bills. SNGPL, however, issued him the bill with two solar geysers. He visited the office where he was told that, as per documents, two geysers were installed at his residence. He was informed by the SNGPL’s Supervisor that the contractor (Mr Shafqat), who had installed the geyser, had absconded after committing fraud. He contacted the Police who did not intervene in the matter saying that it was an internal issue of the Sui Gas staff and the contractor. Feeling aggrieved, he approached Mohtasib who directed SNGPL to take corrective measures for the rectification of maladministration and correct the bill amount in line with the prescribed procedure. SNGPL, then, filed a representation with the President.

The President rejected the representation and upheld Mohtasib’s observation that the contractor could not have committed fraud without the connivance of the Sui Gas staff, and if he had done so, SNGPL would have proceeded against him, which was not the case. He noted that SNGPL’s representative defended the illegal action without going into the details of the case which was its prime responsibility. He further observed that SNGPL failed to follow its own procedure and had billed the complainant arbitrarily in violation of the law and the prescribed OGRA rules.

The President, therefore, directed SNGPL to rectify the situation, besides submitting an apology to the complainant.

شرمناک امر ہے کہ انتظامیہ کمپنی کے اندر بدعنوانی کو نظر انداز  ، عوام کو ہراساں کر رہی ہے، صدر مملکت 

نااہلی اور ملی بھگت کی وجہ سے  معاملے کی تفتیش کی بجائے کمپنی غیر قانونی اقدام کا دفاع کر کے عوام پر مزید بوجھ ڈال رہی ہے، صدر مملکت 

معاملے کی انکوائری کی جائے، ملوث افراد کو انصاف کے کٹہرے میں لایا جائے، صدر مملکت 

صدر مملکت نے وفاقی محتسب کے فیصلے کے خلاف ایس این جی پی ایل کی اپیل مسترد کردی 

شہری طاہر حسین (شکایت کنندہ) نے وفاقی  محتسب کو شکایت درج کروائی تھی ، تفصیلات

کمپنی کے اہلکار نے گھر میں ایک گیزر لگایا  ، بتایا کہ ادائیگی قسطوں میں ہو گی، تفصیلات

گیس کمپنی نے صارف کو ایک کی بجائے دو سولر گیزر کا بل جاری کردیا

صارف کو بتایا گیا کہ دستاویزات کے مطابق رہائش گاہ پر دو گیزر نصب ہیں

صارف کو بتایا گیا کہ ٹھیکیدار شفقت نے گیزر لگایا  جو دھوکہ دہی کے بعد فرار ہو گیا ہے 

پولیس نے کمپنی کا اندرونی معاملہ قرار دیتے ہوئے  کیس میں کوئی مداخلت نہ کی

شہری نے محتسب سے رجوع کیا جس نے  کمپنی کو بدانتظامی  اور بل کی اصلاح کی ہدایت کی 

کمپنی نے وفاقی محتسب کے فیصلے کے خلاف صدر مملکت کو اپیل دائر کی 

صدر مملکت نے وفاقی محتسب کا حکم برقرار رکھا، کمپنی کی اپیل مسترد کردی

ٹھیکیدار سوئی گیس کے عملے کی ملی بھگت کے بغیر فراڈ نہیں کر سکتا تھا ، صدر مملکت

اگر ٹھیکیدار ملی بھگت کے بغیر فراڈ کرتا تو کمپنی کارروائی کرتی جو کہ نہیں کی گئی، صدر مملکت 

کمپنی کے نمائندے نے کیس کی تفصیلات میں گئے بغیر غیر قانونی کارروائی کا دفاع کیا ، صدر مملکت 

کمپنی اپنے  ہی طریقہ کار پر عمل کرنے میں ناکام رہی  جو کہ بدانتظامی ہے ،  صدر مملکت 

اوگرا کے قوانین کی خلاف ورزی میں شکایت کنندہ کو زائد بل دیا گیا، صدر مملکت 

کمپنی شکایت کنندہ کو معافی نامہ جمع  کرائے ، معاملے کی اصلاح کرے ، صدر مملکت
