Islamabad, 05 June 2023: President Dr Arif Alvi has directed COMSATS University to provide its student with a chance to complete his education as his future was at stake because his admission was cancelled by the university after he had already completed 7 out of 8 semesters of his degree. COMSATS had cancelled Mr Hammad bin Zain’s admission after 3.5 years on the ground that he was not eligible for admission to the university in 2017 as he had obtained fewer marks than required.

The President said that it was surprising that the administration of the University could make such a huge error by granting him admission and then informing him, after a lapse of 3.5 years, that he was not eligible for admission. He noted that the student paid his requisite fees for 8 semesters and diligently completed the semester course. He added that justice demanded that COMSATS should rectify the situation by allowing the student to complete his degree program.

The President gave these orders while accepting a representation filed by Mr Hammad bin Zain (the complainant) against the orders of the Wafaqi Mohtasib (WM). The complainant had filed a complaint against COMSATS before WM, stating that it was the responsibility of the University to check the eligibility criteria and that he should have been denied admission in 2017, if he did not meet the requirements. The Mohtasib, in its decision, did not provide any relief to the complainant and only ordered COMSATS to conduct an inquiry into the whole situation and hold the guilty officers/officials responsible for their negligence.

The President rejected Wafaqi Mohtasib’s decision by observing that the student was studying in the BS (Business Administration) program and had already completed 3.5 years of his degree program. He said that since there was no allegation of misrepresentation against him, the student should not be made to suffer for the negligence committed by the University’s administration. He noted that the student’s time, money and efforts would be wasted due to the cancellation of his admission.

The President accepted the student’s representation and directed COMSATS to restore Mr Hammad bin Zain’s admission and report compliance to the Wafaqi Mohtasib.

کامسیٹس یونیورسٹی طالب علم کو ڈگری مکمل کرنے کا موقع دے، صدر مملکت کی ہدایت

یونیورسٹی نے 7  سمسٹر مکمل ہونے کے بعد طالب علم کا داخلہ منسوخ کردیا تھا

حماد بن زین کا داخلہ 2017 ء میں کم نمبر حاصل کرنے کی بنیاد پر ساڑھے 3 سال بعد منسوخ کیا گیا

حیرت کی بات ہے کہ یونیورسٹی نے اتنی بڑی غلطی کی ، صدر مملکت

حیران کن بات ہے کہ  ساڑھے 3 سال بعد طالب علم کو بتایا کہ وہ داخلے کا اہل نہیں ، صدر مملکت

طالب علم نے 8 سمسٹر کی فیس ادا کی ، تندہی سے  7 سمسٹر مکمل کیے ، صدر مملکت

طالب علم  کی غلطی نہ ہونے کے باوجود اس کا مستقبل داؤ  پر لگ گیا، صدر مملکت

انصاف کا تقاضا ہے کہ طالب علم کو ڈگری پروگرام مکمل کرنے کی اجازت دی جائے ، صدر مملکت

حماد بن زید  (شکایت کنندہ ) نے وفاقی محتسب کو کامیسٹس کے خلاف شکایت درج کرائی تھی، تفصیلات

طالب علم نے مؤقف اپنایا کہ اہلیت کا معیار جانچنا یونیورسٹی کی ذمہ داری ہے ، تفصیلات

اگر میں مطلوبہ معیار پر پورا نہیں اترتا تو 2017 میں داخلہ ہی نہیں دینا چاہیے تھا، طالب علم کا مؤقف

وفاقی محتسب نے یونیورسٹی کو صرف معاملے کی انکوائری کرنے ، قصوروار اہلکاروں کو غفلت کا ذمہ دار ٹھہرانے کا حکم دیا

ریلیف نہ ملنے پر طالب علم نے وفاقی   محتسب کے فیصلے کے خلاف صدر مملکت کو اپیل کی

صدر مملکت نے  طالب علم کی اپیل منظور کرتے ہوئے وفاقی  محتسب کا فیصلہ مسترد کردیا

طالب علم اپنے ڈگری پروگرام کے ساڑھے 3 سال مکمل کر چکا ہے، صدر مملکت

طالب علم پر غلط بیانی کا کوئی الزام نہیں  اسے یونیورسٹی انتظامیہ کی غفلت کا خمیازہ نہیں بھگتنا چاہیے، صدر مملکت

داخلہ منسوخ ہونے سے طالب علم کا وقت، پیسہ اور محنت ضائع ہو گی، صدر مملکت

یونیورسٹی حماد بن زین کا داخلہ بحال کرے ، محتسب کو تعمیل کی رپورٹ دے، صدر مملکت
