Islamabad, 19 February 2024: President Dr Arif Alvi has said that political inclusion is imperative for financial inclusion to put the country on the path of progress and prosperity.  He hailed millions of young voters who had expressed their confidence in the democratic system. He added that if their confidence in the system was shaken, it would not be in the country’s interest, and called for respecting the mandate of the people. He maintained that the blockage of social media websites in Pakistan was due to the lack of intellectual capacity to handle criticism. He also lamented that capable people were being kicked out of politics.

The President gave these remarks while addressing the third edition of Hosting Business Net 2024, a platform to promote financial inclusion and digital transformation and recognize the contributions of companies working in this sector. The ceremony was attended by members of the business and diplomatic community.

Speaking on the occasion, the President called for enhancing the inclusion of deprived sections of society, especially women and persons with disabilities, in the mainstream of the economy through the digital transformation of the financial sector for socio-economic development. He said that financial inclusion was not possible without political inclusion of the people as excluding them from the development process could have repercussions for the country.

Expressing concern over the slow decision-making and lack of leadership in the country, the President said that Pakistan needed good leadership and timely decision-making to put it on the path of progress and prosperity. He remarked that Pakistani people were a vibrant nation that had been blessed with abundant natural resources, adding that Pakistan needed to invest in their intellectual development and capacity building.

The President highlighted that Pakistan could not progress without the inclusion of 26.2 million out-of-school children in the education system. He stated that educating such a large portion of our population would require thousands of new schools and additional resources. “If left unaddressed, Pakistan would export raw labour without any value-addition”, he added. He cited the example of China which had lifted millions of its people out of poverty by investing in their education and health.

The President said that technology could have been utilized to grant the right to vote to overseas Pakistanis through internet voting (i-voting) as well as bring improvements in the electoral process through Electronic Voting Machines (EVMs). He regretted that i-voting and EVMs could not be introduced due to vested interests.

The President highlighted the need for setting priorities for the country, making good decisions and efficiently utilizing its human resources for progress of the country. He said that the low tax-to-GDP ratio was a perennial problem in Pakistan, adding that overcoming this issue would help reduce Pakistan’s reliance on foreign loans.

The President said that banks were offering business loans for women on easy terms and conditions, however, there was a lack of awareness about micro-credit facilities for women. He urged the banks to enhance their outreach by introducing cashless banking in far-flung areas through customized products and services.

CEO of Transforming Hub, Mr Iftikhar Hussain, highlighted that BizNet was an ecosystem that had brought together the best minds by promoting increased collaboration, commitment and innovation. He underlined the pivotal role played by the banking sector in adopting the latest financial solutions paving the way for user-friendly banking transactions.

Speaking on the occasion, CEO of Airlinks Communication, Mr Muzaffar Piracha, apprised the audience that digitization of the economy was the first step towards financial inclusion which was not possible without advancements in the mobile industry.

Chief Digital Officer of Jazz, Mr Aamir Aijaz, said that Pakistan had a large undocumented economy that was undermining the whole financial system as businesses/transactions were not registered. Financial inclusion through formal banking channels and proper payment mechanisms (gateways) could effectively address such issues and empower people particularly women at the grassroots level, he added.

Earlier, the President also gave away shields to companies in recognition of their services for enhancing financial inclusion through technological and digital transformation.

اسلام آباد، 19 فروری 2024ء: صدر مملکت ڈاکٹر عارف علوی نے کہا ہے کہ ملک کو ترقی اور خوشحالی کی راہ پر گامزن کرنے کے لیے مالیاتی شمولیت کیلئے سیاسی شمولیت ناگزیر ہے۔ انہوں نے کروڑوں نوجوان ووٹرز کی جانب سے جمہوری نظام پر اعتماد کے اظہار کو سراہا۔ انہوں نے عوامی مینڈیٹ کا احترام کرنے کی ضرورت پر زور دیتے ہوئے کہا کہ اگر نظام پر نوجوانوں کا اعتماد متزلزل ہوا تو یہ ملکی مفاد میں نہیں ہوگا ۔ انہوں نے تنقید کا سامنا کرنے کیلئے فکری صلاحیت کی کمی  کو پاکستان میں سوشل میڈیا ویب سائٹس کی بندش کی وجہ قرار دیا ۔ انہوں نے اس بات پر بھی افسوس کا اظہار کیا کہ قابل افراد کو سیاست سے نکالا جا رہا ہے۔

صدر مملکت نے ان خیالات کا اظہار ہوسٹنگ بزنس نیٹ 2024 کے تیسرے ایڈیشن سے خطاب کرتے ہوئے کیا۔ بزنس نیٹ مالیاتی شمولیت اور ڈیجیٹل تبدیلی کے فروغ کا ایک پلیٹ فارم ہے۔ تقریب میں کاروباری اور سفارتی برادری کے افراد نے شرکت کی۔

اس موقع پر خطاب کرتے ہوئے صدر مملکت نے سماجی و اقتصادی ترقی کے لیے مالیاتی شعبے میں ڈیجیٹل تبدیلی کے ذریعے معاشرے کے محروم طبقات بالخصوص خواتین اور خصوصی افراد کو معیشت کے مرکزی دھارے میں شامل کرنے پر زور دیا۔ انہوں نے کہا کہ مالیاتی شمولیت عوام کی سیاسی شمولیت کے بغیر ممکن نہیں کیونکہ انہیں ترقیاتی عمل سے باہر کرنے سے ملک پر منفی اثرات مرتب ہو سکتے ہیں۔

صدر مملکت نے ملک میں سست فیصلہ سازی اور قیادت کے فقدان پر تشویش کا اظہار کرتے ہوئے کہا کہ پاکستان کو ترقی اور خوشحالی کی راہ پر گامزن کرنے کے لیے اچھی قیادت اور بروقت فیصلہ سازی کی ضرورت ہے۔ انہوں نے کہا کہ پاکستانی عوام ایک متحرک قوم ہے جسے بے شمار قدرتی وسائل سے نوازا گیا ہے۔ انہوں نے مزید کہا کہ پاکستان کو عوام کی فکری ترقی اور استعداد کار میں اضافے پر سرمایہ کاری کرنے کی ضرورت ہے۔

صدر مملکت نے زور دیا کہ پاکستان 2 کروڑ 60 لاکھ سکول نہ جانے والے بچوں کو تعلیمی نظام میں شامل کیے بغیر ترقی نہیں کر سکتا۔ انہوں نے کہا کہ ہماری آبادی کے اتنے بڑے حصے کو تعلیم دینے کے لیے ہزاروں نئے اسکولوں اور اضافی وسائل درکار ہوں گے۔ انہوں نے کہا کہ  اگر اس معاملے پر توجہ نہ دی گئی تو پاکستان خام افرادی قوت کو بغیر کسی ویلیو ایڈیشن کے ہی برآمد کرے گا۔ انہوں نے کہا کہ چین نے تعلیم اور صحت پر سرمایہ کاری سے اپنے کروڑوں لوگوں کو غربت سے نکالا۔

صدر مملکت نے کہا کہ سمندر پار پاکستانیوں کو انٹرنیٹ ووٹنگ (آئی ووٹنگ) کے ذریعے ووٹ کا حق دینے  اور الیکٹرانک ووٹنگ مشینوں (ای وی ایم) کے ذریعے انتخابی عمل میں بہتری لانے کے لیے ٹیکنالوجی کو استعمال کیا جا سکتا تھا۔ انہوں نے افسوس کا اظہار کیا کہ ذاتی مفادات کی وجہ سے آئی ووٹنگ اور ای وی ایم متعارف نہیں کرائے جا سکے۔

صدر مملکت نے ملک کیلئے ترجیحات کا تعین کرنے، اچھے فیصلے کرنے اور ملکی ترقی کیلئے انسانی وسائل کو موثر انداز میں استعمال کرنے کی ضرورت کو اجاگر کیا۔ انہوں نے کہا کہ ٹیکس ٹو جی ڈی پی کا کم تناسب پاکستان کا ایک دیرینہ مسئلہ ہے اور اس مسئلے پر قابو پا کر پاکستان غیر ملکی قرضوں پر انحصار کم کر سکتا ہے۔

صدر مملکت نے کہا کہ بینک خواتین کو آسان شرائط و ضوابط پر کاروباری قرضے فراہم کر رہے ہیں تاہم خواتین کے لیے مائیکرو کریڈٹ کی سہولیات کے بارے میں آگاہی کا فقدان ہے۔ انہوں نے بینکوں پر زور دیا کہ وہ عوام دوست مصنوعات اور خدمات کے ذریعے دور دراز علاقوں میں کیش لیس بینکنگ متعارف کروا کر اپنی رسائی بڑھا ئیں۔

ٹرانسفارمنگ ہب کے سی ای او افتخار حسین نے خطاب کرتے ہوئے کہا کہ بزنیٹ ایک ایسا پلیٹ فارم ہے جس نے تعاون اور جدت کو فروغ دے کر ملک کے بہترین دماغوں کو ایک جگہ پر اکٹھا کیا ہے۔ انہوں نے صارف دوست بینکنگ لین دین کی راہ ہموار کرنے کے لیے جدید ترین مالیاتی سسٹمز اپنانے میں بینکنگ سیکٹر کے اہم کردار پر روشنی ڈالی۔

اس موقع پر خطاب کرتے ہوئے ایئر لنکس کمیونیکیشن کے سی ای او مظفر پراچہ نے کہا کہ معیشت کی ڈیجیٹلائزیشن مالیاتی شمولیت کی جانب پہلا قدم ہے  اور ڈیجیٹلائزیشن موبائل انڈسٹری کی ترقی کے بغیر ممکن نہیں ۔

جاز کے چیف ڈیجیٹل آفیسر، عامر اعجاز نے کہا کہ پاکستان میں غیر دستاویزی معیشت کا حجم کافی بڑا ہے جس سے پورے مالیاتی نظام کو نقصان ہو رہا ہے ۔ انہوں نے مزید کہا کہ رسمی بینکنگ چینلز اور ادائیگیوں  کے گیٹ ویزکے ذریعے مالی شمولیت ایسے مسائل کو مؤثر طریقے سے حل کر سکتی ہے اور مقامی سطح پر افراد بالخصوص خواتین کو بااختیار بنا سکتی ہے۔
