Message on the occasion of World Day against Child Labour, 12 June 2025

Today, we observe the World Day Against Child Labour, which reminds us to make efforts to protect every child from exploitation and to build a future where children can learn, play, and grow in a safe and dignified environment. Child labour is a global challenge that demands collective action by governments and civil society to provide a secure future for our children. Pakistan, as a signatory to various international conventions aimed at eliminating child labour, is fully committed to ending the exploitation of children. 

Pakistan has taken several steps to prevent exploitation and help affected children. Pakistan has enacted the National Commission on Rights of Child Act (2017), the ICT Child Protection Act (2018), the Juvenile Justice System Act (2018), the Employment of Children’s Act (1991), and the Domestic Workers Act (2002). Pakistan has also established effective mechanisms and service units for the prevention of child exploitation, child labour, and providing care and rehabilitation to the affected children. Such interventions also include the establishment of the National Commission on the Rights of the Child, the Child Protection Institute, and the Child Welfare Bureaus. 

While the government continues to enforce laws and policies, ending child labour is a joint responsibility. I urge employers to strictly follow child labour laws and ensure that their workplaces are free from exploitation. I call on parents and guardians to prioritise the education of their children instead of short-term gains. I urge schools and teachers to identify children at risk of dropping out and keep them in classrooms. The media needs to raise awareness about Child Labour, and philanthropists and civil society should support vulnerable families so that no child is forced into labour due to poverty.

Today, I also call upon the international community to pay urgent attention to the suffering of children in conflict zones such as Gaza. Thousands of innocent children in these areas have been displaced, injured, or orphaned due to violence and aggression by the occupation forces. Many children face hunger, trauma, and a heightened risk of being pushed into child labour. These children need immediate global support, protection, and justice.

I urge government institutions, civil society, human rights defenders, the media, United Nations agencies, educators, parents, and Ulema to take practical steps to end child labour. Together, we can dismantle the systems that exploit children and create a Pakistan and a world where every child is free to dream, learn, and build a brighter future.

آج، ہم چائلد لیبرکے خلاف عالمی دن منا رہے ہیں۔ یہ دن ہمیں بچوں کو استحصال سے بچانے اور ایک ایسے مستقبل کی تعمیر کی یاد دہانی کراتا ہے جہاں بچے ایک محفوظ اور باوقار ماحول میں سیکھیں، کھیلیں اور نشوونما پائیں۔ بچوں سے مشقت لینا ایک عالمی چیلنج ہے ۔ بچوں کو محفوظ مستقبل کی فراہمی کیلئے حکومت اور سول سوسائٹی کو اجتماعی کوششیں کرنا ہوں گی۔ پاکستان، چائلڈ لیبر کے خاتمے کے لیے مختلف بین الاقوامی کنونشنز کے دستخط کنندہ کے طور پر، بچوں کے استحصال کے خاتمے کے لیے مکمل طور پر پُرعزم ہے۔

پاکستان نے بچوں کے استحصال کے خاتمے اور ان کی مدد کے لیے کئی اقدامات لیے ہیں۔ پاکستان نے نیشنل کمیشن آن رائٹس آف چائلڈ ایکٹ (2017)، آئی سی ٹی چائلڈ پروٹیکشن ایکٹ (2018)، جووینائل جسٹس سسٹم ایکٹ (2018)، بچوں کا روزگار ایکٹ (1991)، اور گھریلو کارکنوں کا ایکٹ (2002) متعارف کرائے۔ پاکستان نے بچوں کے استحصال، چائلڈ لیبر کی روک تھام اور متاثرہ بچوں کی دیکھ بھال اور بحالی کے لیے مؤثر نظام اور سروس یونٹس بھی قائم کیے ہیں۔ اِن اقدامات میں بچوں کے حقوق پر قومی کمیشن، چائلڈ پروٹیکشن انسٹی ٹیوٹ، اور چائلڈ ویلفیئر بیورو کا قیام بھی شامل ہے۔

اگرچہ حکومت قوانین اور پالیسیاں نافذ کرتی آئی ہے مگر چائلڈ لیبر کا خاتمہ ایک مشترکہ ذمہ داری ہے۔ میں آجروں پر زور دیتا ہوں کہ وہ چائلڈ لیبر قوانین پر سختی سے عمل کریں اور اس امر کو یقینی بنائیں کہ کام کی جگہیں استحصال سے پاک ہوں۔ میں والدین اور سرپرستوں پر زور دیتا ہوں کہ وہ اپنے بچوں کی تعلیم کو مختصر مدتی فوائد پر ترجیح دیں۔ میں اسکولوں اور اساتذہ سے گزارش کرتا ہوں کہ وہ اُن بچوں کی شناخت کریں جو اسکول چھوڑ سکتے ہیں اور انہیں کلاس رومز میں رکھیں۔ میڈیا کو چائلڈ لیبر کے بارے میں شعور اجاگر کرنے کی ضرورت ہے۔ مخیر حضرات اور سول سوسائٹی کو کمزور خاندانوں کی مدد کرنی چاہیے تاکہ کوئی بچہ غربت کی وجہ سے مزدوری کرنے پر مجبور نہ ہو۔

آج، میں عالمی برادری سے بھی مطالبہ کرتا ہوں کہ وہ غزہ جیسے جنگ زدہ علاقوں میں بچوں کی حالتِ زار پر فوری توجہ دیں۔ ان علاقوں میں ہزاروں معصوم بچے قابض افواج کے تشدد اور جارحیت کی وجہ سے بے گھر، زخمی یا یتیم ہو چکے ہیں۔ بہت سے بچوں کو بھوک، تکلیف، اور چائلڈ لیبر میں شامل ہونے کے شدید خطرات کا سامنا ہے۔ ان بچوں کو فوری طور پر عالمی امداد، تحفظ اور انصاف کی ضرورت ہے۔

میں حکومتی اداروں، سول سوسائٹی، انسانی حقوق کے محافظوں، میڈیا، اقوام متحدہ کے اداروں، ماہرینِ تعلیم، والدین اور علمائے کرام پر زور دیتا ہوں کہ وہ چائلڈ لیبر کے خاتمے کے لیے عملی اقدامات کریں۔ مجھے یقین ہے کہ ہم سب مل کر اس نظام کا خاتمہ کر سکتے ہیں جہاں بچوں کا استحصال ہوتا ہے اور ایک ایسا پاکستان اور ایک ایسی دنیا تشکیل دے سکتے ہیں جہاں ہر بچہ خواب دیکھنے، سیکھنے اور روشن مستقبل کی تعمیر کے لیے آزاد ہو۔
