Message on the International Day of Persons with Disabilities, 3rd December 2024

Today, we are observing the International Day of Persons with Disabilities to promote the rights, well-being, and inclusion of Persons with Disabilities (PWDs) in all spheres of society. On this day, we acknowledge the resilience, strength, and invaluable contributions of PWDs and their families towards our society.

Pakistan is firmly committed to ensuring the full participation of persons with disabilities (PWDs) in all aspects of life. In this regard, we have made significant strides in empowering and uplifting PWDs through various legal and institutional frameworks. The promulgation of the ICT Rights of Persons with Disabilities Act, 2020 stands as a landmark achievement, guaranteeing improved accessibility, vocational training, job opportunities, and an inclusive environment for PWDs in all walks of life.

The establishment of the ICT Council on the Rights of Persons with Disabilities under this Act represents another critical step toward ensuring a comprehensive, coordinated, and inclusive approach to addressing the challenges faced by PWDs. This Council will serve as a central body for policy formulation, implementation, and advocacy for the rights and welfare of PWDs.

Pakistan recognizes the importance of special education and training for PWDs. To that end, we have developed a nationwide network of Special Education Centres and Vocational Training Institutes, catering to the diverse needs of PWDs. These centers are designed to equip them with the necessary skills and knowledge to become self-reliant and contributing members of society. Additionally, the implementation of a special quota in government jobs ensures that PWDs have access to meaningful employment opportunities.

While significant progress has been made, there remains much work to be done. We need to increase their access to Assistive Technology and public places and create legal, social, and economic conditions to ensure their full participation in all sectors, including employment, sports, education, and other socio-economic activities. We also need to provide an enabling environment for PWDs by providing them with quality education, skills, healthcare facilities, employment based on their skills and abilities, and fully implementing job quotas.

I call on all segments of society to help create an environment where PWDs are treated with dignity and given the resources they need to thrive. Together, let us reaffirm our commitment to a more inclusive Pakistan, where every individual, regardless of their ability, has the opportunity to reach their full potential.

آج ہم معاشرے کے تمام شعبوں میں معذوری کے حامل افراد کے حقوق، فلاح و بہبود اور شمولیت کے فروغ کیلئے خصوصی افراد کا عالمی دن منا رہے ہیں ۔ آج کے دن، ہم خصوصی افراد اور ان کے خاندانوں کی استقامت، ہمت اور قابل ِ قدر کردار کا بھی اعتراف کرتے ہیں۔

پاکستان زندگی کے تمام شعبوں میں خصوصی افراد کی مکمل شرکت یقینی بنانے کیلئے پرعزم ہے۔ اس سلسلے میں، ہم نے مختلف قانونی اور ادارہ جاتی فریم ورکس کے ذریعے خصوصی افراد کو بااختیار بنانے اور ان کی فلاح کیلئے اہم اقدامات لیے ہے۔ آئی سی ٹی خصوصی افراد کے حقوق کے ایکٹ، 2020 ء کا نفاذ ایک تاریخی کامیابی ہے۔ اس ایکٹ میں زندگی کے تمام شعبوں میں خصوصی افراد کی بہتر رسائی، پیشہ ورانہ تربیت، ملازمت کے مواقع اور ایک جامع ماحول کی ضمانت دی گئی ہے۔

ایکٹ کے تحت خصوصی افراد کے حقوق کیلئے کونسل کا قیام معذوری کے حامل افراد کو درپیش چیلنجز سے نمٹنے کیلئے ایک جامع اور مربوط نقطہ نظر کی جانب اہم قدم ہے۔ یہ کونسل خصوصی افراد کے حقوق اور بہبود کے لیے پالیسیوں کی تشکیل  اور نفاذ کے ساتھ ساتھ آگاہی کے لیے ایک مرکزی ادارے کے طور پر کام کرے گی۔

پاکستان خصوصی افراد کیلئے خصوصی تعلیم و تربیت کی اہمیت کا ادراک رکھتا ہے۔ اس سلسلے میں، ہم نے خصوصی افراد کی مختلف ضروریات پورا کرنے کیلئے خصوصی تعلیمی مراکز اور پیشہ ورانہ تربیتی اداروں کا ایک ملک گیر نیٹ ورک تیار کیا ہے۔ خصوصی افراد کی خود انحصاری اور انہیں معاشرے کا کارآمد ممبر بنانے کیلئے یہ مراکز خصوصی افراد کو ضروری مہارتوں اور تعلیم سے آراستہ کریں گے۔ مزید برآں، سرکاری ملازمتوں میں خصوصی کوٹہ کے نفاذ سے معذوری کے حامل افراد کو روزگار کے مواقع تک رسائی حاصل ہوگی۔

اگرچہ خصوصی افراد کیلئے کافی اقدامات لیے گئے ہیں مگر ابھی بھی بہت کام کرنا باقی ہے۔ ہمیں معاون ٹیکنالوجی اور عوامی مقامات تک ان کی رسائی بڑھانے اور سازگار قانونی، سماجی اور معاشی حالات پیدا کرنے کی ضرورت ہے تاکہ روزگار، کھیل، تعلیم اور دیگر سماجی و اقتصادی سرگرمیوں سمیت تمام شعبوں میں ان کی شرکت کو یقینی بنایا جا سکے۔ ہمیں خصوصی افراد کو معیاری تعلیم، ہنر، صحت کی سہولیات، مہارتوں اور قابلیت کی بنیاد پر روزگار  اور ملازمتوں کے کوٹے پر مکمل طور پر عمل درآمد کرکے ایک سازگار ماحول فراہم کرنا ہے۔

میں معاشرے کے تمام طبقات سے مطالبہ کرتا ہوں کہ وہ ایک ایسا معاشرہ تشکیل دینے میں ہماری مدد کریں جہاں خصوصی افراد کے ساتھ عزت کا برتاؤ کیا جائے اور انہیں ترقی کی منازل طے کرنے کے لیے ضروری وسائل مہیا کیے جائیں۔ آئیے ، مل کر ایک ایسے جامع پاکستان کے لیے اپنے عزم کا اعادہ کریں، جہاں ہر فرد کو، اس کی اہلیت سے قطع نظر، اپنی صلاحیتیں نکھارنے کا موقع ملے۔
