(On the occasion of World Food Day i.e., 16^th October, 2023)

World Food Day is an important annual event celebrated globally every October. This occasion focuses on a theme related to sustainable agriculture, aiming to gather support for policies and actions from governments and other stakeholders. In line with the perspective of conserving natural resources for ensuring food security, this year, the FAO has introduced a comprehensive theme: "Water is life, Water is Food: Leave no one behind." This theme is highly relevant, given the current situation in Pakistan.

Globally, the demand for water has been growing significantly due to rapid population growth, and within about a hundred years, we will require roughly six times more water. Meanwhile, water availability is gradually diminishing due to increasing demand and water mismanagement, especially in developing countries. Pakistan is fortunate to have a unique blend of water resources, including glaciated mountains, the Indus River Water System, and a network of canals and distributaries. The Indus River System is one of the world's leading irrigation systems, covering approximately 150,000 square kilometers, which is 83% of Pakistan's total cultivated land. However, diminishing snowfall over the Himalayas and Karakorum Mountain ranges, along with rapid population growth, are exerting pressure on our surface water resources.

In Pakistan, groundwater accounts for about 90% of domestic water usage in rural areas and approximately 50% in the agriculture sector. The seepage of the Indus Basin Irrigation System and rainwater are the primary sources for recharging groundwater. Due to the unpredictability of canal water supplies, farmers across Pakistan have turned to groundwater pumping. In the Indus Basin Irrigation System, there are approximately 500,000 tube wells, estimated to pump around 50 billion cubic meters of water. Even in the domestic sector, there is a rising misuse of groundwater, sharply depleting this precious natural resource. Furthermore, climate change is also taking its toll, as evidenced during the recent floods in 2022, affecting around 30 million people and causing financial losses of US$ 30 billion.

To conserve natural resources, boost productivity, and eradicate malnutrition, it is imperative to engage all stakeholders and make explicit commitments. These commitments should be grounded in sound evidence and a shared understanding of the underlying causes. Enhancing nutritious food production requires action on multiple fronts, such as improving water and food systems governance, funding water management and rural development projects, and adopting high-efficiency irrigation systems.

In the end, I would like to emphasize that in Pakistan, our efforts to reduce poverty and ensure food security can bear fruit only if the agriculture sector is given due importance. Agriculture-led growth can significantly raise farm incomes, increase food productivity, lower food prices, and generate surpluses for exports. I assure you that agriculture will remain a key focus of our government, aiming to uplift the economy and bring real change in the lives of the masses.

عالمی یومِ خوراک اکتوبر میں  ہر سال عالمی سطح پر منایا جاتا ہے۔ یہ دن پائیدار زراعت کی اہمیت کی جانب ہماری توجہ دلاتا ہے ۔ اس دن کا مقصد  مختلف پالیسیوں اور اقدامات  کیلئے حکومتوں اور دیگر اسٹیک ہولڈرز کی حمایت حاصل کرنا ہے۔ اس سال عالمی ادارہ ِخوراک  نے  غذائی تحفظ یقینی بنانے کیلئے  "پانی زندگی ہے، پانی خوراک ہے: کوئی پیچھے نہ رہ جائے "  کا جامع عنوان متعارف کرایا ہے۔ یہ عنوان  پاکستان کی موجودہ صورتحال سے انتہائی مطابقت رکھتا ہے۔

عالمی سطح پر، آبادی میں تیزی سے اضافے سے پانی کی طلب میں نمایاں اضافہ ہو رہا ہے۔ ایک اندازے کے مطابق ایک سو سال کے اندر، ہمیں تقریباً چھ گنا زائد پانی کی ضرورت ہوگی۔ خصوصاً ترقی پذیر ممالک میں پانی کی بڑھتی طلب اور ضیاع کے باعث پانی کی دستیابی بتدریج کم ہو رہی ہے۔ یہ پاکستان کی خوش قسمتی ہے کہ ہمارے پاس آبی وسائل کا ایک انوکھا امتزاج  موجود ہے۔  پاکستان کے آبی وسائل میں برفانی پہاڑ، دریائے سندھ کا آبی نظام  اور نہریں  شامل ہیں۔ دریائے سندھ کا نظام دنیا کے بڑے آبپاشی کے نظاموں میں سے ایک ہے ۔ یہ تقریباً 1.5 لاکھ مربع کلومیٹر پر محیط ہے اور پاکستان کی کل کاشت شدہ زمین کا 83% ہے۔ تاہم، ہمالیہ اور قراقرم  کے پہاڑی سلسلوں پر کم ہوتی برف باری اور آبادی میں تیزی سے اضافے سے  ہمارے  آبی وسائل پر دباؤ بڑھ رہا ہے۔

پاکستان میں، دیہی علاقوں میں گھریلو پانی کے استعمال میں زمینی پانی کا حصہ تقریباً 90 فیصد جبکہ زراعت کے شعبے میں تقریباً 50 فیصد ہے۔ سندھ طاس آبپاشی کا نظام اور بارش کا پانی ان زمینی ذخائر کو دوبارہ بھرنے کرنے کے بنیادی ذرائع ہیں۔ نہری پانی کی غیریقینی فراہمی کی وجہ سے پاکستان بھر کے کسانوں نے زمینی پمپ استعمال کرنا شروع کیے۔ سندھ طاس آبپاشی کے نظام میں تقریباً 5 لاکھ ٹیوب ویل  بھی شامل ہیں اور ان سے تقریباً 50 ارب مکعب میٹر پانی پمپ کیا جاتا ہے۔ یہاں تک کہ گھریلو سیکٹر میں بھی زیر زمین پانی کا غیرضروری استعمال بڑھ رہا ہے ، جس کی وجہ سے یہ قیمتی قدرتی ذخیرہ تیزی سے ختم ہو رہا ہے۔ مزید برآں، موسمیاتی تبدیلیاں بھی بڑے  نقصانات کا باعث بن رہی ہیں۔ 2022 ء کے سیلاب کے دوران تقریباً 3 کروڑ افراد متاثر ہوئے اور ملک کو  30 ارب ڈالر کا مالی نقصان ہوا۔

قدرتی وسائل کے تحفظ، پیداواری صلاحیت بڑھانے اور غذائی قلت کے خاتمے کیلئے تمام اسٹیک ہولڈرز کا شامل ہونا اور واضح اہداف مقرر کرنا ضروری ہے۔ ان اہداف کی بنیاد ٹھوس ثبوتوں اور بنیادی وجوہات کی مشترکہ سمجھ بوجھ پر ہونی چاہیے۔ غذائیت سے بھرپور خوراک کی پیداوار بڑھانے کیلئے متعدد محاذوں پر کام کرنے کی ضرورت ہے۔ ان میں پانی اور خوراک کے نظام کو بہتر بنانا، پانی کا بہتر انتظام ، دیہی ترقی کے منصوبوں کو فنڈ زمہیا کرنا  اور اعلیٰ کارکردگی کے آبپاشی نظام کو اپنانا شامل ہیں۔

آخر میں، میں اس بات پر زور دینا چاہوں گا کہ پاکستان میں غربت میں کمی اور غذائی تحفظ کو یقینی بنانے کی ہماری کوششیں اسی صورت میں ثمر آور ہو سکتی ہیں جب زراعت کے شعبے کو مناسب اہمیت دی جائے۔ زراعت کی بنیاد پر ترقی   نہ صرف کسان کی آمدن کو نمایاں طور پر بڑھا سکتی ہے بلکہ اس سے خوراک کی پیداوار بڑھانے ، قیمتیں کم کرنے  اور برآمدات کیلئے اضافی خوراک پیدا کرنے میں مدد مل سکتی ہے۔ میں آپ کو یقین دلاتا ہوں کہ معیشت  میں بہتری اور عوام کی زندگیوں میں حقیقی تبدیلی لانے کیلئے ہماری توجہ زراعت پر مرکوز رہے گی ۔
