Message from Dr Arif Alvi

(On the occasion of National Resilience Day i.e., 8^th October, 2023)

On the 8^th October each year, we come together to show our solidarity and compassion for families who have endured the devastating effects of unprecedented natural disasters. This day serves as a solemn reminder of the catastrophic earthquake in 2005 that brought widespread destruction to Azad Jammu & Kashmir, parts of Khyber Pakhtunkhwa province, and Islamabad Capital Territory. On this occasion, we reaffirm our commitment to enhance our national preparedness and strengthening our resilience in the face of disasters.

Last year during Monsoon season, devastating floods had again jolted Pakistan and surpassed all previous records. It is disheartening to note that Pakistan's contribution to climate change is minimal, yet we find ourselves among its primary victims. Despite enduring multiple mega-scale disasters since 2005, the people of Pakistan have consistently displayed courage, selflessness, a spirit of sacrifice, and resilience in the face of adversity. The designation of this day as "National Resilience Day" serves as an opportunity for introspection and underscores our commitment to better prepare for future challenges.

National Resilience Day prompts us to embrace best practices and implement policies and strategies aimed at fortifying our nation's resilience. Our policy initiatives should encompass various sectors, including the resilient and safe development of infrastructure, improved disaster preparedness, poverty alleviation, safer spatial land use planning, adherence to building codes, efficient water resource management, sound agricultural practices, and increased afforestation nationwide, including coastal areas. Given our vulnerabilities, I urge all federal and provincial stakeholders to collaborate closely to reduce disaster risks, enhance preparedness, and establish swift response mechanisms through usage of latest technological tools. It is of utmost importance that we prioritize the welfare of vulnerable segments of our society including women, children, the elderly and individuals with disabilities in all our endeavours.

On this occasion, I express our gratitude for the invaluable support and assistance provided by the international community, civil society, and private philanthropy in bolstering our national response efforts during the recent mega flood disaster. I also call upon the international community to extend their utmost support to Pakistan in mitigating the adverse impacts of the climate change phenomenon that affects it disproportionately.

We have, as a nation, witnessed the relentless force of nature through earthquakes, floods, cyclones, and other calamities. These events have tested our resolve, but they have also illuminated the remarkable spirit of unity, compassion, and resilience that defines us as a unified nation.

I firmly believe that, as we have done in the past, the people of Pakistan will continue to show their generosity by assisting their fellow citizens struck by disasters through their contributions and tireless efforts.

May Allah guide and help us in building a strong and resilient Pakistan.

کا قومی یومِ استقامت ، 8 اکتوبر 2023 ء ، کے موقع پر  پیغام

ہم ہر سال 8 اکتوبر کو  تاریخی قدرتی آفات کے تباہ کن اثرات کا سامنا کرنے والے خاندانوں کے ساتھ اظہارِ یکجہتی اور ہمدردی  کرتے ہیں ۔ یہ دن  ہمیں  2005 ء  کے تباہ کن زلزلے کے باعث آزاد جموں و کشمیر، خیبر پختونخواہ اور اسلام آباد میں ہونے والی بڑے پیمانے کی تباہی کی یاد دلاتا ہے۔ اس دن ہم قومی  سطح پر آفات سے نمٹنے کیلئے اپنی تیاری اور صلاحیت بہتر بنانے کے عزم کا اعادہ کرتے ہیں۔

گزشتہ سال مون سون کے موسم کے دوران تباہ کن سیلاب نے ایک بار پھر نہ صرف پاکستان میں بڑے پیمانے پر تباہی مچائی بلکہ پچھلے تمام ریکارڈز توڑ دیے۔ یہ ایک افسوسناک امر ہے کہ موسمیاتی تبدیلیوں میں کم حصہ دار ہونے کے باوجود  پاکستان اس کے بڑے متاثرین میں سے ہیں۔ 2005 ء سے لے کر اب تک ہم بڑے پیمانے کی متعدد آفات کا سامنا کر چکے ہیں ۔ ان آفات کے دوران ، پاکستانی قوم نے ہمت، بے لوثی، قربانی  کے جذبے اور مشکلات کے باوجود انتہائی استقامت کا مظاہرہ کیا۔ "قومی یومِ استقامت " منانے کا مقصد نہ صرف آفات سے نمٹنے کیلئے اپنی صلاحیتوں کا جائزہ لینا ہے بلکہ مستقبل میں بہتر تیاری کے ہمارے عزم کا  اظہار بھی ہے۔

قومی یومِ استقامت  آفات سے نمٹنے کی صلاحیت بہتر بنانے کیلئے موثر طریقوں ، پالیسیوں اور حکمت عملی کے نفاذ  کی جانب ہماری توجہ دلاتا ہے  ۔ ہمارے پالیسی اقدامات میں بنیادی ڈھانچے کی مضبوط اور محفوظ تعمیر ، آفات سے نمٹنے کی بہتر تیاری، تخفیف ِ غربت ، مقامی زمین کے محفوظ استعمال کی منصوبہ بندی، ضابطہ تعمیرات کی پابندی، آبی وسائل کے موثر انتظام، بہتر طرزِ زراعت، اور ساحلوں سمیت ملک بھر میں مزید شجرکاری جیسے مختلف شعبوں کو شامل ہونا چاہیے۔ پاکستان کو درپیش خطرات کے پیشِ نظر، میں تمام وفاقی اور صوبائی اسٹیک ہولڈرز پر زور دیتا ہوں کہ وہ آفات کا خطرہ کم کرنے، ان  سے نمٹنے کی تیاریاں بڑھانے اور جدید تکنیکی آلات کی مدد سے فوری رسپانس کے میکانزم کے قیام کیلئے قریبی تعاون کریں۔ یہ امر بھی انتہائی اہمیت کا حامل ہے کہ ہم اپنی تمام کوششوں میں معاشرے کے کمزور طبقات بشمول خواتین، بچوں، بوڑھوں اور افرادِ باہم معذوری کی فلاح و بہبود کو ترجیح دیں۔

آج کے دن ، میں حالیہ سیلاب کے دوران ہماری قومی رسپانس کو تقویت دینے پر بین الاقوامی برادری، سول سوسائٹی اور نجی مخیر حضرات کی جانب سے مدد  اور تعاون پر ان  کا شکریہ ادا کرتا ہوں۔ چونکہ پاکستان موسمیاتی تبدیلیوں سے غیر متناسب طور پر متاثر ہو رہا ہے ، لہٰذا ، عالمی برادری موسمیاتی تبدیلیوں کے منفی اثرات کم کرنے کیلئے پاکستان کی بھرپور مدد کرے ۔

زلزلوں، سیلاب، طوفان اور دیگر آفات کی صورت میں ہم بحیثیت ِقوم فطرت کی زبردست قوت کا مشاہدہ کر چکے ہیں۔ ان آفات نے جہاں ہمارے قومی عزم کا امتحان لیا  ، وہیں پر ہمارے اتحاد، ہمدردی اور استقامت کے شاندار جذبے کو بھی نکھارا ۔ یہ جذبہ ایک متحد قوم   کی  حیثیت سے ہماری پہچان ہے۔  میرا پختہ یقین ہے کہ پاکستانی قوم ماضی  کی طرح  آئندہ بھی آفات سے متاثرہ  ہموطنوں کی فراخ دلانہ مدد کا سلسلہ جاری رکھے گی۔

اللہ  تعالیٰ ایک مضبوط اور پائیدار پاکستان  کے قیام کیلئے ہماری مدد اور رہنمائی فرمائے ۔آمین!
