Message on the International Day of Persons with Disabilities - 03rd December 2025

On the International Day of Persons with Disabilities, I reaffirm our national commitment to protecting the rights and dignity of persons with disabilities and ensuring their full participation in our national life.

The Government of Pakistan, through federal and provincial bodies, is taking steady steps to improve accessibility, education, healthcare, mobility and employment opportunities for persons with disabilities. Measures such as the special logo on the National Identity Card, the issuance of disability certificates, wider access to social protection schemes and the strengthening of rehabilitation and community-based support show our resolve to build a society where everyone has the chance to contribute.

I believe that an inclusive environment, supported by accessible infrastructure and public services, is essential for a fair society. It is our shared duty to remove physical and social barriers, as well as unhelpful attitudes, that limit the ability of persons with disabilities to lead productive and independent lives.

I call on citizens, public and private institutions, civil society and international partners to support persons with disabilities and recognise their identity with respect. Their participation in education, entrepreneurship, public service and national development is vital for Pakistan’s future.

Let us work together for a Pakistan where no one is left behind and where persons with disabilities are seen as contributors to our collective strength and resilience. Inclusion should not remain an idea alone but must take shape in our daily actions and decisions.

May Allah guide us in building a Pakistan that is accessible and inclusive for all.

 خصوصی افراد کے عالمی دن  کے موقع پر، میں ایک مرتبہ پھر ہماری قومی وابستگی کا اعادہ کرتا ہوں کہ ہم خصوصی افراد کے حقوق اور وقار کے تحفظ اور قومی زندگی میں ان کی مکمل شمولیت کو یقینی بنانے کے لیے پرعزم ہیں۔

حکومتِ پاکستان، وفاقی و صوبائی اداروں کے ذریعے،  خصوصی افراد کے لیے رسائی، تعلیم، صحت، نقل و حرکت اور روزگار کے مواقع بہتر بنانے کے لیے مسلسل اقدامات کر رہی ہے۔ قومی شناختی کارڈ پر خصوصی لوگو، معذوری کے سرٹیفیکیٹس کا اجراء، سماجی تحفظ کی اسکیموں تک آسان رسائی اور بحالی و کمیونٹی کی سطح پر معاونت کے نظام کو مضبوط بنانا اس بات کی علامت ہے کہ ہم ایسا معاشرہ بنانا چاہتے ہیں جہاں ہر فرد اپنی صلاحیت کے مطابق آگے بڑھ سکے۔

میرا یقین ہے کہ منصفانہ معاشرہ اسی وقت ممکن ہے جب ہم سب کے لیے قابلِ رسائی ماحول، مناسب انفراسٹرکچر اور عوامی سہولیات موجود ہوں۔ یہ ہم سب کی مشترکہ ذمہ داری ہے کہ ہم اُن جسمانی، سماجی اور رویّوں پر مبنی رکاوٹوں کو دور کریں جو خصوصی افراد کی بااختیار اور باعزت زندگی کی راہ میں حائل ہوتی ہیں۔

میں شہریوں، سرکاری و نجی اداروں، سول سوسائٹی اور بین الاقوامی شراکت داروں سے کہنا چاہوں گا کہ خصوصی افراد کا خیال رکھیں اور اُن کی شناخت کا احترام کریں۔ تعلیم، کاروبار، سرکاری خدمات اور قومی ترقی میں اُن کی شرکت پاکستان کےمستقبل کے لیے نہایت اہم ہے۔

آئیے مل کر ایک ایسے پاکستان کے لیے کام کریں جہاں کوئی بھی پیچھے نہ رہ جائے اور جہاں  خصوصی افراد کو اجتماعی قوت اور استقامت کا حصہ سمجھا جائے۔ شمولیت صرف ایک خیال نہ ہو، بلکہ ہمارے روزمرہ کے فیصلوں اور عمل میں نظر آتی ہوئی حقیقت بنے۔

الّلہ ہمیں توفیق دے کہ ہم ایک ایسا پاکستان قائم کریں جو ہر فرد کے لیے قابلِ رسائی اور شمولیت کا حامل ہو۔
