On the occasion of World Refugee Day, we are reminded of the immense contributions of the Government and people of Pakistan in hosting millions of Afghan refugees over the past four decades. Pakistan's unparalleled humanitarian efforts in providing refuge to such a large number of displaced individuals, despite limited resources, serve as a testament to our spirit of brotherhood and compassion. This day, observed annually on June 20^th, brings into focus the hardships endured by refugees and emphasizes our commitment towards supporting them during these challenging times.

Pakistan continues to host one of the largest refugee populations in the world. The people and the Government of Pakistan opened their arms to Afghan refugees based solely on the principles of humanity and solidarity, and extended support despite the challenges posed by meagre resources. Pakistan initially received financial and burden-sharing support from the international community during the early years of hosting Afghan refugees, such assistance has waned over time. However, Pakistan's unwavering resolve and commitment to the welfare and voluntary repatriation of refugees remained steadfast. It is remarkable that, even after forty years, there have been no untoward incidents or frictions between the refugees and the host communities, exemplifying the harmonious coexistence and mutual respect that prevails.

On its part, Pakistan has extended all possible support to refugees. Our policies ensure their access to education and healthcare, and to have their bank accounts and other opportunities, enabling them to rebuild their lives with dignity. Furthermore, we continue to work closely with the United Nations High Commissioner for Refugees (UNHCR) and other humanitarian agencies to provide essential assistance and protection to refugees residing within our borders. In order to equip Afghan refugees with the knowledge and skills, we have implemented comprehensive educational programs, ensuring that refugee children have access to quality schooling.

On this World Refugee Day, we also extend our heartfelt gratitude to all those who have played a role in supporting and assisting refugees, including UNHCR and other international organizations. Let us continue to uphold the values of compassion, empathy, and inclusivity that define us as a nation.

کا پناہ گزینوں کے عالمی دن ، 20 جون 2023 ء ، کے موقع پر پیغام

پناہ گزینوں کا عالمی دن ہمیں لاکھوں افغان مہاجرین کی میزبانی میں پاکستانی حکومت اور عوام کے گزشتہ 40 سالہ نمایاں کردار کی یاد دلاتا ہے۔ محدود وسائل کے باوجود ایک  کثیر تعداد میں بے گھر افراد کو پناہ دینے کے بے مثال پاکستانی اقدامات  ہمارے بھائی چارے اور ہمدردی کا منہ بولتا ثبوت ہیں۔ ہر سال 20 جون کو   یہ دن منانے کا مقصد مشکل گھڑی میں پناہ گزینوں کی مدد  کیلئے ہمارے عزم  اور ان کو درپیش مشکلات کو اجاگر کرنا ہے۔

پاکستان دنیا میں پناہ گزینوں کی ایک بڑی آبادی کا میزبان ہے۔ پاکستانی عوام اور حکومت نے درپیش چیلنجز  اور کم وسائل کے باوجود  انسانی بنیادوں پر کھلے دل سے پناہ گزینوں کی مدد کی۔ افغان مہاجرین کی میزبانی کا بوجھ بانٹنے کیلئے ابتدائی  طور پر پاکستان کو  عالمی برادری کی جانب سے مالی مدد ملی، مگر وقت کے ساتھ ساتھ یہ امداد گھٹتی رہی۔ تاہم ، مہاجرین کی فلاح و بہبود اور ان کی رضاکارانہ وطن واپسی کا پاکستان کا عزم اور ارادہ غیر متزلزل رہا۔ یہ امر قابل ِذکر ہے کہ 40 سال گزرنے کے باوجود مہاجرین اور مقامی افرادکے مابین کوئی ناخوشگوار واقعہ  نہیں ہوا  جو  کہ پرامن بقائے باہمی اور باہمی احترام کی بڑی مثال ہے۔

پاکستان نے اپنی جانب سے پناہ گزینوں کو ہر ممکن مدد فراہم کی ہے۔ ان کیلئے ایک باقار زندگی کی تعمیر ِنو کی خاطر پاکستان نے تعلیم اور صحت کی سہولیات تک رسائی  فراہم کی  اور بینک اکاؤنٹس اور دیگر مواقع کی فراہمی کیلئے پالیسیاں  متعارف کرائیں۔ مزید برآں، ہم اقوام متحدہ کے ہائی کمشنر برائے مہاجرین اور دیگر انسانی فلاحی اداروں کے ساتھ مل کر کام کرتےرہے  ہیں تاکہ ہماری سرحدوں کے اندر مقیم پناہ گزینوں کو ضروری امداد اور تحفظ فراہم کیا جا سکے۔ افغان مہاجرین کو علم اور ہنر سے آراستہ کرنے کیلئے ہم نے جامع تعلیمی پروگرام متعارف کرائے  اور اس بات کو یقینی بنایا کہ پناہ گزین بچوں کو معیاری تعلیم تک رسائی حاصل ہو۔

پناہ گزینوں کے اس عالمی دن پر، ہم اقوام متحدہ کے ہائی کمشنر برائے مہاجرین اور دیگر بین الاقوامی تنظمیوں  سمیت ان تمام افراد کا تہہ ِدل سے شکریہ ادا کرتے ہیں جنہوں نے ان کی امداد کیلئے اپنا کردار ادا  کیا۔ آئیں ، رحمدلی، ہمدردی اور شمولیت کی ان اقدار کو تھامے رکھیں جو بحیثیتِ قوم ہماری پہچان ہیں۔
