Message on the World Day of Social Justice  - 20 February 2026

On the World Day of Social Justice, we reaffirm Pakistan’s commitment to justice, equity and human dignity, as enshrined in the Constitution. Articles 3, 37 and 38 oblige the State to eliminate exploitation, ensure equality and promote the wellbeing of all citizens, especially the most vulnerable.

The Government of Pakistan remains dedicated to promoting social and economic wellbeing, ensuring access to basic necessities including food, shelter, clothing, education and medical relief, without discrimination.

Despite fiscal constraints, the budget of the Benazir Income Support Programme has grown from Rs. 34 billion at its inception to Rs. 716 billion for 2025-26, supporting 10 million households nationwide. Additional support is provided through Pakistan Bait-ul-Maal, Pakistan Poverty Alleviation Fund, Employees Old-Age Benefits Institution and the Prime Minister Youth Programme. These initiatives provide free access to healthcare, education, shelter, food, interest-free loans and other essential services, with particular attention to the elderly, differently-abled persons, women, youth, minorities and transgender individuals.

Provincial governments complement federal efforts through targeted programmes in health, education, nutrition, youth skill development, elderly welfare, women’s empowerment and financial inclusion. Notable examples include Universal Health Insurance in Khyber Pakhtunkhwa, Ba-himmat Buzurg in Punjab and the Benazir Women Agricultural Workers Support Program in Sindh.

Pakistan faces ongoing challenges, including inflation, climate change and fiscal constraints, which disproportionately affect low-income households. While targeted measures cushion the poorest segments, the gap between needs and resources remains significant. Addressing it requires sustained reforms, efficient use of public resources, and strengthened partnerships with provinces, civil society, the private sector and development partners.

Pakistan’s commitment to social justice aligns with the United Nations’ vision of equitable and peaceful societies, as reflected in UN Resolution A/RES/62/10. We support the UN theme for 2026, “Empowering Inclusion, Bridging Gaps for Social Justice,” promoting inclusive policies and social protections to combat poverty, inequality and unemployment, while advancing the Sustainable Development Goals.

Globally, social justice remains an unfinished mission. Populations subjected to occupation, discrimination or deprivation based on religion, ethnicity or race continue to suffer. The people of Indian Illegally Occupied Jammu and Kashmir face systematic oppression and economic deprivation. Similarly, the people of Palestine endure prolonged occupation, blockades and violations of fundamental rights. Prolonged displacement, violence against civilians and denial of basic freedoms underscore that justice cannot be selective. The international community must act decisively to uphold international law, implement UN resolutions and ensure accountability.

Let us renew our resolve to promote fairness, equity and human dignity, within Pakistan and beyond. A just society, supported by inclusive economic policies and care for the most vulnerable, forms the foundation of peace, prosperity and national unity. Pakistan will continue to strive for a future where social justice is a concrete reality.

کا یومِ سماجی انصاف کے موقع پر پیغام

عالمی یومِ سماجی انصاف کے موقع پر ہم آئینِ پاکستان میں درج انصاف، مساوات اور انسانی وقار کے اصولوں سے متعلق اپنے عزم کی تجدید کرتے ہیں۔ آئین کے آرٹیکل 3، 37 اور 38 ریاست کو پابند کرتے ہیں کہ استحصال کا خاتمہ کرے، برابری کو یقینی بنائے اور بالخصوص کمزور طبقات، تمام شہریوں کی فلاح و بہبود کو فروغ دے۔

حکومتِ پاکستان سماجی اور معاشی بہبود کے فروغ کے لیے پُرعزم ہے اور بلا امتیاز خوراک، رہائش، لباس، تعلیم اور طبی امداد جیسی بنیادی ضروریات تک رسائی یقینی بنانے کے لیے کوشاں ہے۔

مالیاتی دباؤ کے باوجود بینظیر انکم سپورٹ پروگرام کا بجٹ جو قیام کے وقت 34 ارب روپے تھا، بڑھ کر موجودہ مالی سال میں 716 ارب روپے تک پہنچ چکا ہے، جس سے ملک بھر میں ایک کروڑ گھرانوں کی معاونت ہو رہی ہے۔ اس کے علاوہ پاکستان بیت المال، پاکستان پاورٹی الیوی ایشن فنڈ، ایمپلائز اولڈ ایج بینیفٹس انسٹی ٹیوشن اور وزیرِاعظم یوتھ پروگرام کے ذریعے بھی اضافی معاونت فراہم کی جا رہی ہے۔ یہ اقدامات صحت، تعلیم، رہائش، خوراک، بلاسود قرضوں اور دیگر بنیادی خدمات تک مفت رسائی فراہم کرتے ہیں جبکہ بزرگوں، خصوصی افراد، خواتین، نوجوانوں، اقلیتوں اور خواجہ سرا افراد پر خصوصی توجہ دی جاتی ہے۔

صوبائی حکومتیں بھی صحت، تعلیم، غذائیت، نوجوانوں کی مہارتوں کی ترقی، بزرگوں کی فلاح، خواتین کے بااختیار بنانے اور مالی شمولیت جیسے شعبوں میں ٹارگٹڈ پروگراموں کے ذریعے وفاقی کوششوں کی تکمیل کر رہی ہیں۔ نمایاں مثالوں میں خیبر پختونخوا میں یونیورسل ہیلتھ انشورنس، پنجاب میں باہمت بزرگ پروگرام اور سندھ میں بینظیر ویمن ایگریکلچرل ورکرز سپورٹ پروگرام شامل ہیں۔

پاکستان کو مہنگائی، موسمیاتی تبدیلی اور مالیاتی دباؤ جیسے چیلنجز کا سامنا ہے جو کم آمدنی والے گھرانوں کو غیر متناسب طور پر متاثر کرتے ہیں۔ اگرچہ ٹارگٹڈ اقدامات غریب ترین طبقات کو سہارا فراہم کرتے ہیں تاہم ضروریات اور وسائل کے درمیان خلا بدستور نمایاں ہے۔ اس خلا کو پُر کرنے کے لیے مسلسل اصلاحات، عوامی وسائل کے مؤثر استعمال اور صوبوں، سول سوسائٹی، نجی شعبے اور ترقیاتی شراکت داروں کے ساتھ مضبوط اشتراک کی ضرورت ہے۔

سماجی انصاف کے لیے پاکستان کا عزم اقوامِ متحدہ کے منصفانہ اور پُرامن معاشروں کے وژن سے ہم آہنگ ہےجیسا کہ قرارداد A/RES/62/10 میں واضح کیا گیا ہے۔ ہم 2026 کے لیے اقوامِ متحدہ کے موضوع “شمولیت کو بااختیار بنانا، سماجی انصاف کے لیے خلیج کو پُر کرنا” کی حمایت کرتے ہیں، جو غربت، عدم مساوات اور بے روزگاری کے خاتمے کے لیے جامع پالیسیوں اور سماجی تحفظ کے فروغ پر زور دیتا ہے اور پائیدار ترقیاتی اہداف کے حصول کوممکن بناتا ہے۔

عالمی سطح پر سماجی انصاف تاحال ایک نامکمل مشن ہے۔ وہ اقوام جو مذہب، نسل یا قومیت کی بنیاد پر قبضے، امتیاز یا محرومی کا شکار ہیں، بدستور مشکلات جھیل رہی ہیں۔ بھارت کے غیر قانونی زیرِ تسلط جموں و کشمیر کے عوام منظم جبر اور معاشی محرومی کا سامنا کر رہے ہیں۔ اسی طرح فلسطین کے عوام طویل قبضے، ناکہ بندی اور بنیادی حقوق کی پامالی کا سامنا کر رہے ہیں۔ جبری بے دخلی، شہریوں کے خلاف تشدد اور بنیادی آزادیوں سے محرومی اس امر کو واضح کرتی ہے کہ انصاف میں پسند و ناپسند کی گنجائش نہیں ہوتی۔ عالمی برادری کو چاہیے کہ بین الاقوامی قانون کی پاسداری کرے، اقوامِ متحدہ کی قراردادوں پر عمل درآمد یقینی بنائے اور احتساب کو ممکن بنائے۔

آئیے ہم پاکستان کے اندر اور باہر انصاف، مساوات اور انسانی وقار کے فروغ کے لیے اپنے عزم کی تجدید کریں۔ ایک منصفانہ معاشرہ، جو جامع معاشی پالیسیوں اور کمزور طبقات کی نگہداشت سے تقویت پاتا ہو، امن، خوشحالی اور قومی یکجہتی کی بنیاد ہے۔ پاکستان اس مستقبل کے لیے کوشاں رہے گا جہاں سماجی انصاف محض ایک تصور نہیں بلکہ ایک عملی حقیقت ہو۔
