Message on  International Day for Tolerance - 16th November 2025

Today, as the world observes the International Day for Tolerance, Pakistan reaffirms its unwavering commitment to promote understanding, mutual respect and peaceful coexistence among all citizens and nations. In today’s globalized world, where cultures and communities are more connected than ever, it is vital to foster dialogue, empathy and cooperation.

The principles of tolerance are deeply rooted in the teachings of Islam, which emphasise compassion, justice, and respect for all humanity. Our religious teachings are a great source of inspiration, with Islam being a harbinger of peace, harmony and tolerance.  Our founding father, Quaid-e-Azam Muhammad Ali Jinnah, envisioned Pakistan as a nation where people of every faith, cultural background, and belief could live together in harmony, equality, and dignity. It is our collective duty to uphold that vision and build a society based on inclusivity and respect.

Moreover, Universal Declarations on Human Rights, adopted by the United Nations in 1948, established the fundamental rights and freedom inherent to all human beings, asserting universal equality and dignity, with its principles inspiring national laws and constitution, worldwide. Accordingly, freedom to profess religion and manage religious institutions is also enshrined in the Constitution of Pakistan.

The eradication of the causes, which may lead to socio-religious exploitation, remain the cornerstone of the Government’s policies. The idea is to facilitate all segments of society, particularly our non-Muslim citizens, enabling them to play constructive role in our national life. We are implementing the “Interfaith Harmony Policy” and “Strategy of Religious Tolerance”, duly approved by the Federal Cabinet. In a significant recent move towards institutionalizing the protection of minority rights and promotion of interfaith harmony in Pakistan, the Parliament of Pakistan has also passed the National Commission for Minorities' Rights Bill, 2025. Besides, the “Minorities Caucus” as a parliamentary body in the Senate, including representation from the National Assembly, has recently been formed to safeguard constitutional and legal rights of religious minorities. The main goal includes promoting tolerance, interfaith harmony and ensuring effective implementation of laws that protect minority rights.  

On this day, I call upon all citizens, particularly our youth, to stand firm against prejudice, discrimination, and hate in every form. I urge all segments of society, including religious scholars, representatives of minorities and the media, to educate the people about the spirit of love, tolerance, brotherhood and unity for making Pakistan into a safe haven with tolerance, unity, and social cohesion being the hallmarks.

May Allah Almighty guide us to strengthen the bonds of tolerance, compassion, and humanity for a more peaceful and prosperous Pakistan.

آج جب دنیا یومِ برداشت منا رہی ہے، تو پاکستان ہم آہنگی، باہمی احترام ، تمام شہریوں اور اقوام کے درمیان پُرامن بقائے باہمی کو فروغ دینے کے اپنے عزم کا اعادہ کرتا ہے۔ آج کے عالمی دور میں، جہاں ثقافتیں اور معاشرے پہلے سے کہیں زیادہ ایک دوسرے سے جڑے ہوئے ہیں، مکالمے، ہمدردی اور تعاون کو فروغ دینا نہایت ضروری ہے۔
برداشت کے اصول اسلام کی ان اعلیٰ تعلیمات میں گہرائی سے پیوست ہیں جو انسانیت کے لیے رحم، عدل اور احترام کا درس دیتی ہیں۔ ہمارے مذہب کی تعلیمات ہمارے لیے عظیم محرک ہیں، کیونکہ اسلام امن، ہم آہنگی اور رواداری کا علَمبردار ہے۔ ہمارے بانیِ قوم قائدِ اعظم محمد علی جناحؒ نے پاکستان کو ایک ایسی ریاست کے طور پر تصور کیا جہاں مختلف مذاہب، ثقافتی پس منظر اور اعتقادات کے لوگ ہم آہنگی، برابری اور وقار کے ساتھ زندگی گزار سکیں۔ یہ ہماری اجتماعی ذمہ داری ہے کہ ہم اس وژن کو برقرار رکھیں اور ایک ایسی معاشرت تشکیل دیں جو شمولیت اور باہمی احترام پر مبنی ہو۔
مزید برآں، 1948 میں اقوامِ متحدہ کی جانب سے منظور کردہ عالمی اعلامیہ برائے انسانی حقوق نے ہر انسان کے بنیادی حقوق اور آزادیوں کو تسلیم کیا جو عالمگیر برابری اور انسانی وقار کی ضمانت دیتا ہے۔ انہی اصولوں نے دنیا بھر کے قومی قوانین اور آئین کی تشکیل میں رہنمائی کی۔ اسی تناظر میں پاکستان کے آئین میں بھی ہر شہری کو مذہب پر عمل کرنے اور اپنے مذہبی اداروں کے انتظام کا حق دیا گیا ہے۔
حکومتِ پاکستان کی پالیسیوں کا بنیادی محور ان محرکات کا خاتمہ ہے جو سماجی و مذہبی استحصال کا سبب بن سکتے ہیں۔ مقصد یہ ہے کہ معاشرے کے تمام طبقات، بالخصوص ہمارے غیر مسلم شہریوں کو ایسے مواقع فراہم کیے جائیں کہ وہ قومی زندگی میں بھرپور اور تعمیری کردار ادا کر سکیں۔ اسی سلسلے میں ہم ،بین المذاہب ہم آہنگی پالیسی اور مذہبی رواداری کی حکمتِ عملی پر عمل پیرا ہیں، جن کی باقاعدہ منظوری وفاقی کابینہ نے دی ہے۔
اقلیتوں کے حقوق کے تحفظ اور بین المذاہب ہم آہنگی کو ادارہ جاتی سطح پر مضبوط بنانے کے لیے ایک اہم پیش رفت یہ ہے کہ پارلیمانِ  پاکستان نے نیشنل کمیشن فار مائنارٹیز رائٹس بل 2025 منظور کر لیا ہے۔ اس کے علاوہ سینیٹ میں “منارٹیز کاکس” بھی قائم کیا گیا ہے، جس میں قومی اسمبلی کی نمائندگی بھی شامل ہے۔ اس کا مقصد اقلیتوں کے آئینی اور قانونی حقوق کا تحفظ، رواداری کا فروغ، بین المذاہب ہم آہنگی کو تقویت دینا اور اقلیتوں کے حقوق سے متعلق قوانین پر مؤثر عملدرآمد یقینی بنانا ہے۔
اس دن کے موقع پر، میں تمام شہریوں خصوصاً اپنی نوجوان نسل سے اپیل کرتا ہوں کہ وہ ہر قسم کے تعصب، امتیاز اور نفرت کے خلاف مضبوطی سے کھڑے ہوں۔ میں معاشرے کے تمام طبقات،بشمول علمائے کرام، اقلیتی رہنماؤں اور میڈیاسے درخواست کرتا ہوں کہ وہ عوام کو محبت، برداشت، بھائی چارے اور اتحاد کے جذبے سے آگاہ کریں، تاکہ پاکستان کو ایسا محفوظ وطن بنایا جا سکے جہاں رواداری، اتحاد اور سماجی ہم آہنگی ہماری پہچان ہو۔
اللہ تعالیٰ ہمیں برداشت، شفقت اور انسانیت کے رشتوں کو مزید مضبوط بنانے کی توفیق عطا فرمائے، تاکہ ہم ایک زیادہ پُرامن اور خوشحال پاکستان کی تعمیر میں کامیاب ہوں۔
