Message on  the Occasion of the International Day for Countering Hate Speech - 18th June 2026

On the occasion of the International Day for Countering Hate Speech, I join the international community in reaffirming the importance of promoting respect, tolerance and understanding among people of all faiths, backgrounds and cultures. Hate-driven narratives, prejudice, incitement and discriminatory attitudes not only undermine social harmony but also pose serious threats to peace, human dignity and peaceful coexistence among nations. In today’s interconnected world, the spread of hatred is no longer confined to a particular society or region. It transcends borders and affects collective peace, stability and development.

Islam is a religion that upholds the values of compassion, tolerance, justice, moderation and respect for humanity. 

The Holy Qur’an guides us to adopt civility, wisdom and righteousness in our speech and conduct. Allah Almighty says:
"O believers! Be mindful of Allah, and say what is right." (Qur’an 33:70)
The Holy Qur’an further instructs:
"Speak kindly to people."(Qur’an 2:83)
Allah Almighty also says:
"Repel evil with what is better." (Qur’an 41:34)
The Holy Prophet Muhammad (peace be upon him) said:
"Whoever believes in Allah and the Last Day should speak good or remain silent." (Sahih al-Bukhari and Sahih Muslim)
He also said:
"A Muslim is one from whose tongue and hand the Muslims are safe." (Sahih al-Bukhari)

In the digital age, social media and modern communication platforms have significantly expanded opportunities for expression. However, this freedom carries a responsibility to ensure that our words are guided by truth, wisdom and respect for others. Irresponsible discourse and hate-filled content fuel division, mistrust and violence, thereby weakening the fabric of society.

Pakistan is a diverse society comprising people of different faiths, sects, cultures and linguistic backgrounds. Our Constitution guarantees equal rights, religious freedom and the dignity of every citizen. Our collective strength lies in unity, mutual respect and tolerance. It is therefore imperative that we continue to promote interfaith harmony, inter-sect understanding, constructive dialogue and national cohesion.

Hate speech affects people in their daily lives, whether in schools, workplaces, places of worship or online spaces, creating divisions and undermining mutual trust within communities.

On this occasion, I call upon religious scholars, educators, media professionals, civil society organizations, academic institutions and particularly our youth to play an active role in countering hate-based narratives and fostering a culture of respect, empathy, and constructive engagement. The challenge of hate speech cannot be addressed through legal measures alone. It also requires education, moral development and sustained efforts to build awareness and understanding.

Let us reaffirm our responsibility to ensure that our speech, writing and conduct reflect the highest ethical values and the teachings of our faith. Each of us has a role in shaping the tone of public discourse. By choosing respect over hostility and dialogue over division, we can help build a society where differences are addressed through understanding rather than hatred.

May Allah Almighty bless Pakistan with peace, stability, unity and prosperity, and guide humanity towards greater understanding, harmony and mutual respect.

کا  نفرت انگیز تقاریر کے انسداد کے عالمی دن پر  پیغام

آج، میں عالمی برادری کے ساتھ مل کر تمام مذاہب، پس منظر اور ثقافتوں سے تعلق رکھنے والے افراد کے درمیان احترام، رواداری اور باہمی فہم و ادراک کو فروغ دینے کی اہمیت کا اعادہ کرتا ہوں۔ نفرت پر مبنی بیانیے، تعصبات، اشتعال انگیزی اور امتیازی رویے نہ صرف سماجی ہم آہنگی کو نقصان پہنچاتے ہیں بلکہ امن، انسانی وقار اور اقوام کے درمیان پُرامن بقائے باہمی کے لیے بھی سنگین خطرات پیدا کرتے ہیں۔ آج کی باہم مربوط دنیا میں نفرت کا پھیلاؤ کسی ایک معاشرے یا خطے تک محدود نہیں رہا بلکہ یہ سرحدوں سے ماورا ہو کر اجتماعی امن، استحکام اور ترقی کو متاثر کرتا ہے۔

اسلام ایک ایسا دین ہے جو رحمت، رواداری، عدل، اعتدال اور انسانیت کے احترام کی اقدار کو فروغ دیتا ہے۔ قرآنِ مجید ہمیں اپنی گفتگو اور طرزِ عمل میں شائستگی، حکمت اور راست بازی اختیار کرنے کی ہدایت دیتا ہے۔ اللہ تعالیٰ فرماتا ہے:

"اے ایمان والو! اللہ سے ڈرو اور سیدھی بات کہا کرو۔"
(الاحزاب: 70)

قرآنِ مجید میں ارشاد ہے:

"اور لوگوں سے بھلی بات کہو۔"
(البقرہ: 83)

اللہ تعالیٰ کا یہ بھی ارشاد ہے:

"برائی کو بھلائ سے دفع کرو۔"
(حم السجدہ: 34)

نبی کریم ﷺ نے فرمایا:

"جو شخص اللہ اور یومِ آخرت پر ایمان رکھتا ہو، اسے چاہیے کہ بھلی بات کہے یا خاموش رہے۔"
(صحیح بخاری و صحیح مسلم)

آپ ﷺ نے یہ بھی فرمایا:

"مسلمان وہ ہے جس کی زبان اور ہاتھ سے دوسرے مسلمان محفوظ رہیں۔"
(صحیح بخاری)

ڈیجیٹل دور میں سوشل میڈیا اور جدید ذرائع ابلاغ نے اظہارِ رائے کے مواقع کو بے حد وسعت دی ہے۔ تاہم یہ آزادی اپنے ساتھ یہ ذمہ داری بھی لاتی ہے کہ ہماری گفتگو سچائی، حکمت اور دوسروں کے احترام کے اصولوں سے رہنمائی حاصل کرے۔ غیر ذمہ دارانہ طرزِ گفتگو اور نفرت انگیز مواد سے تقسیم، بداعتمادی اور تشدد کو فروغ ملتا ہے، جس سے معاشرہ کمزور ہوجاتا ہے۔

پاکستان ایک متنوع معاشرہ ہے جہاں مختلف مذاہب، مسالک، ثقافتوں اور زبانوں سے تعلق رکھنے والے افراد آباد ہیں۔ ہمارا آئین ہر شہری کے مساوی حقوق، مذہبی آزادی اور انسانی وقار کی ضمانت دیتا ہے۔ ہماری اجتماعی قوت اتحاد، باہمی احترام اور رواداری میں مضمر ہے۔ لہٰذا بین المذاہب ہم آہنگی، بین المسالک افہام و تفہیم، تعمیری مکالمے اور قومی یکجہتی کو فروغ دینا ناگزیر ہے ۔

نفرت انگیز تقاریر لوگوں کی روزمرہ زندگی، خواہ وہ تعلیمی ادارے، دفاتر، عبادت گاہیں یا آن لائن پلیٹ فارمز ہوں، کو متاثر کرتی ہیں۔ یہ معاشرے میں تقسیم پیدا کرتی ہیں اور باہمی اعتماد کو نقصان پہنچاتی ہیں۔

اس موقع پر میں علمائے کرام، اساتذہ، ذرائع ابلاغ سے وابستہ افراد، سول سوسائٹی کی تنظیموں، تعلیمی اداروں اور بالخصوص نوجوانوں سے اپیل کرتا ہوں کہ وہ نفرت پر مبنی بیانیوں کے انسداد اور احترام، ہمدردی اور مثبت مکالمے پر مبنی معاشرتی ثقافت کے فروغ میں فعال کردار ادا کریں۔ نفرت انگیز تقاریر کے چیلنج سے صرف قانونی اقدامات کے ذریعے نمٹا نہیں جا سکتا بلکہ اس کے لیے تعلیم، اخلاقی تربیت اور شعور و آگاہی کے فروغ کی کوششیں بھی ناگزیر ہیں۔

آئیے ہم اس عزم کا اعادہ کریں کہ ہماری گفتگو، تحریر اور طرزِ عمل اعلیٰ اخلاقی اقدار اور ہماری دینی تعلیمات کی عکاسی کرے۔ عوامی مکالمے کے معیار کو بہتر بنانے میں ہم میں سے ہر فرد کا کردار اہم ہے۔ اگر ہم دشمنی کے بجائے احترام اور تقسیم کے بجائے مکالمے کو اختیار کریں تو ہم ایک ایسا معاشرہ تعمیر کر سکتے ہیں جہاں اختلافات کو نفرت نہیں بلکہ باہمی فہم و ادراک کے ذریعے حل کیا جائے۔

اللہ تعالیٰ پاکستان کو امن، استحکام، اتحاد اور خوشحالی سے نوازیں اور پوری انسانیت کو باہمی سمجھ بوجھ، ہم آہنگی اور احترام کے فروغ کی توفیق عطا فرمائیں۔
