Message on  World Children’s Day - 20th November 2025

Today, as we observe World Children’s Day, let us remember that it is not just a day of acknowledgement but a call to action. The day promotes international unity and awareness of children’s welfare, marking the anniversary of the UN Convention on the Rights of the Child.

It reminds us of our shared responsibility to build a future where every child can enjoy fundamental rights free from discrimination and exploitation. The protection of child rights is not simply a legal commitment but a moral duty that demands our collective attention and effort.

This year’s global theme, “My Day, My Rights,” encourages children to speak up and take part in decisions that affect their lives. It highlights the progress made under the UN Convention on the Rights of the Child and the importance of strong social protection systems. Establishing comprehensive frameworks for child protection is not just a matter of policy—it is a moral imperative.

Pakistan is proud to be a signatory to international conventions that promote the inclusion of children’s voices in policymaking. Our commitment to these principles remains firm, and we continue to take practical steps to turn them into reality.

The Constitution of Pakistan guarantees the protection and promotion of children’s rights. This commitment is reflected in key laws such as the National Commission on the Rights of the Child Act 2017, the ICT Child Protection Act 2018, the Juvenile Justice System Act 2018, the Domestic Workers Act 2022 and the ICT Child Marriage Restraint Act 2025, which criminalises child marriage for anyone under the age of 18.

The Government has also set up mechanisms and service delivery units, including child protection institutions, to prevent exploitation and safeguard children’s welfare. While the State continues to strengthen laws and policies, the protection of children requires collective effort.

I urge government bodies, civil society, human rights organisations, the media, UN agencies, communities, parents, teachers, religious scholars and children themselves to join hands in creating a safe and nurturing environment for every child in Pakistan.

آج ، عالمی یومِ اطفال ، محض اعتراف کا دن نہیں بلکہ بچوں کے حقوق کے لئے عملی اقدام کے تقاضے کا دن ہے۔  یہ دن بچوں کی فلاح و بہبود کے حوالے سے عالمی یکجہتی اور آگاہی کو فروغ دیتا ہے اور اقوامِ متحدہ کے کنونشن برائے حقوقِ طفل کی سالگرہ کی یاد دلاتا ہے۔
یہ ہماری مشترکہ ذمہ داری ہے کہ ہم ایک ایسا مستقبل تعمیر کریں جہاں ہر بچے کو بلا امتیاز اور بلا استحصال بنیادی حقوق میسر ہوں۔ بچوں کے حقوق کا تحفظ صرف قانونی ذمہ داری نہیں بلکہ ایک اخلاقی فریضہ ہے ۔
اس سال کا عالمی موضوع "My Day, My Rights" بچوں کی حوصلہ افزائی کرتا ہے کہ وہ اپنی زندگیوں پر اثر انداز ہونے والے فیصلوں میں شریک ہوں ۔ یہ موضوع نہ صرف اقوامِ متحدہ کے کنونشن برائے حقوقِ طفل کے تحت ہونے والی پیش رفت کو اجاگر کرتا ہے بلکہ ایک مضبوط سماجی تحفظ کے نظام کی اہمیت بھی واضح کرتا ہے ۔ 
پاکستان پالیسی سازی میں بچوں کی آواز کو شامل کرنے کے بین الاقوامی معاہدوں کا تصدیق کنندہ ہے۔  ان اصولوں سے ہماری ایک دیرینہ اور مضبوط وابستگی ہے اور ہم ان کو پایئہ تکمیل تک پہنچانے میں کوشاں ہیں۔
پاکستان کا آئین بچوں کے حقوق کے تحفظ اور فروغ کی ضمانت دیتا ہے۔
 یہ عزم قومی کمیشن برائے حقوقِ طفل ایکٹ 2017؛ آئی سی ٹی چائلڈ پروٹیکشن ایکٹ 2018؛ جوینائل جسٹس سسٹم ایکٹ 2018؛ ڈومیسٹک ورکرز ایکٹ 2022 اور آئی سی ٹی چائلڈ میرج ریسٹرینٹ ایکٹ 2025 جیسے اہم قوانین میں آشکار ہے، جس کی رو سے 18 سال سے کم عمر بچوں کی شادی ایک جرم ہے۔

حکومت نے بچوں کے استحصال کی روک تھام اور ان کی فلاح و بہبود کو یقینی بنانے کے لیے مختلف ادارے اور سروس ڈلیوری یونٹس قائم کیے ہیں، جن میں چائلڈ پروٹیکشن کے ادارے بھی شامل ہیں۔ اگرچہ ریاست  متعلقہ قوانین کو مضبوط بنانے میں اپنا کردار ادا کر رہی ہے تاہم، بچوں کا تحفظ ایک اجتماعی ذمہ داری ہے۔
میں تمام حکومتی اداروں، سول سوسائٹی، انسانی حقوق کی تنظیموں، میڈیا، اقوامِ متحدہ کے اداروں، کمیونٹیز، والدین، اساتذہ، مذہبی رہنماؤں اور خود بچوں سے اپیل کرتا ہوں کہ وہ مل کر پاکستان کے ہر بچے کے لیے ایک محفوظ اور پرورش پذیر ماحول تشکیل دینے میں اپنا اپنا کردار ادا کریں۔
