Message on World Braille Day - 4 January 2026

Today, I extend warm greetings to persons with visual impairment across Pakistan and reaffirm the resolve to uphold their dignity, rights and full participation in national life.

World Braille Day marks the birth anniversary of Louis Braille, whose system of tactile literacy transformed access to education, information and self-reliance for millions around the world. Braille is not only a means of reading and writing. It stands as a lasting symbol of independence, confidence and equal opportunity.

Pakistan was founded on the principles of equality, social justice and respect for human dignity. Our progress as a nation depends on ensuring that every citizen is able to contribute meaningfully to society. Accessible education, inclusive public services and equal opportunities for persons with visual impairment are therefore both a constitutional responsibility and a moral duty.

Pakistan remains committed to promoting Braille literacy, inclusive curricula and the use of assistive and digital technologies that expand access to learning and information. Equally important is the integration of accessibility standards across public buildings, government services and digital platforms so that no citizen is excluded from civic life.

Pakistan also continues to honour its international commitments, including the United Nations Convention on the Rights of Persons with Disabilities and the Sustainable Development Goals, which call for inclusive and equitable societies where all people live with dignity and equal rights.

I pay tribute to persons with visual impairment for their resilience and determination, as well as to educators, parents, caregivers and organisations who work tirelessly to promote Braille education and social inclusion across the country. Their efforts play a vital role in opening pathways to independence and self-reliance.

On this occasion, I urge federal and provincial governments, institutions, civil society, the private sector and the wider community to work together to remove barriers, strengthen accessibility and foster a culture of empathy and inclusion. By doing so, we can move closer to a Pakistan where every individual is empowered to realise their full potential.

آج کے دن میں پاکستان بھر میں بینائی سے محروم افراد کو دلی مبارکباد پیش کرتا ہوں اور ان کے وقار، حقوق اور قومی زندگی میں بھرپور شمولیت کے عزم کا اعادہ کرتا ہوں۔
 
 بریل کا عالمی دن لوئس بریل کے یوم پیدائش کے موقع پر منایا جاتا ہے جن کے ایجاد کردہ بریل رسم الخط نے دنیا بھر میں لاکھوں افراد کےلئے تعلیم، معلومات اور خودانحصاری تک رسائی کو ممکن بنایا۔ بریل محض پڑھنے اور لکھنے کا ذریعہ نہیں بلکہ یہ آزادی، اعتماد اور مساوی مواقع کی ایک پائیدار علامت ہے۔

پاکستان کی بنیاد مساوات، سماجی انصاف اور انسانی وقار کے احترام کے اصولوں پر رکھی گئی تھی۔ ایک قوم کے طور پر ہماری ترقی اس بات سے مشروط ہے کہ ہر شہری کو معاشرے میں بامعنی کردار ادا کرنے کے مواقع میسر ہوں۔ بینائی سے محروم افراد کے لیے قابلِ رسائی تعلیم، جامع عوامی خدمات اور مساوی مواقع کی فراہمی نہ صرف ایک آئینی ذمہ داری بلکہ ایک اخلاقی فریضہ بھی ہے۔

پاکستان بریل خواندگی کے فروغ، جامع نصاب اور معاون و ڈیجیٹل ٹیکنالوجیز کے استعمال کےلئے پرعزم ہے تاکہ تعلیم اور معلومات تک رسائی کو مزید وسعت دی جاسکے۔ اس کے ساتھ ساتھ عوامی عمارتوں، سرکاری خدمات اور ڈیجیٹل پلیٹ فارمز میں قابلِ رسائی معیارات کا نفاذ بھی نہایت اہم ہے تاکہ کوئی بھی فرد، شہری زندگی سے محروم نہ رہے۔

پاکستان معذور افراد کے حقوق سے متعلق اقوامِ متحدہ کے کنونشن اور پائیدار ترقی کے اہداف سمیت اپنی بین الاقوامی ذمہ داریوں کی پاسداری جاری رکھے ہوئے ہے جو باوقار اور مساوی حقوق پر مبنی جامع اور منصفانہ معاشروں کے قیام پر زور دیتے ہیں۔

میں بینائی سے محروم افراد کی ثابت قدمی اور عزم کو خراجِ تحسین پیش کرتا ہوں، اس کے ساتھ ساتھ ان اساتذہ، والدین، دیکھ بھال کرنے والوں اور تنظیموں کو بھی سلام پیش کرتا ہوں جو ملک بھر میں بریل کی تعلیم اور سماجی شمولیت کے فروغ کےلئے انتھک محنت کررہے ہیں۔ ان کی کاوشیں خودمختاری اور خودانحصاری کی راہیں ہموار کرنے میں کلیدی کردار ادا کرتی ہیں۔

اس موقع پر میں وفاقی و صوبائی حکومتوں، اداروں، سول سوسائٹی، نجی شعبے اور پوری قوم سے اپیل کرتا ہوں کہ وہ باہمی تعاون سے رکاوٹوں کے خاتمے، قابلِ رسائی سہولیات کے فروغ اور ہمدردی و شمولیت پر مبنی نطام کے فروغ کےلئے کام کریں۔ اس طرح ہم ایک ایسے پاکستان کے قیام کے قریب پہنچ سکتے ہیں جہاں ہر فرد کو اپنی مکمل صلاحیتوں کو بروئے کار لانے کے مواقع حاصل ہوں۔
