Message on the International Day for the Elimination of Violence against Women- 25th November 2025

Today, we stand in solidarity with the millions of women and girls around the world who continue to endure violence in multiple and devastating forms. Violence against women is wrong not only on a personal level but is a profound violation of human rights, a barrier to human dignity and an obstacle to the development of societies. 

Empowering women and girls through education, skill-building and ensuring financial independence is foundational to ending the cycle of violence. Legal frameworks, institutional support, awareness-raising and cultural transformation are equally important to end violence. 

This year's theme "UNITE to End Digital Violence against All Women and Girls" invites us to expand our investment in preventive strategies, survivor support mechanisms and systemic reform. This theme highlights the urgent need to address the rise of violence against women and girls in the digital realm. The campaign calls for action from governments, tech companies and individuals to end digital violence. 

In our pursuit of a society where women can live free from fear and violence, the Government of Pakistan has undertaken key initiatives, including the Protection Against Harassment of Women at the Workplace (Amendment) Act 2022, the Anti-Rape (Investigation and Trial) Act 2021, and the Enforcement of Women's Property Rights Act 2020. These efforts have been reinforced by the Prevention of Trafficking in Persons Act 2018, which contains provisions to combat coercion and trafficking of women. Furthermore, we have established support systems such as the National Commission on the Status of Women (NCSW) and the Family Protection Center, besides a Toll-Free Help line 1099. Protecting young girls from early marriage through legal instruments is very important. Sindh is leading with 18 years as minimum age while Islamabad too has made it a law and Punjab has followed. I hope the other two provinces will follow as well.

On this occasion, I call upon the Government institutions, civil society and communities to intensify their collective efforts to end violence against women and to ensure that laws are not only enacted but fully implemented, as well. I further invite all responsible citizens to challenge all forms of discrimination, exclusion and silence, because change begins at our homes and at our workplaces.

Let us pledge together to build a future where every woman and girl can live a life free from fear and violence, and to realize her full potential. I extend my sincere appreciation to the survivors, activists, service providers and all those who work each day to ensure dignity, safety and security for women.

On this day, let us reaffirm our national resolve, strengthen our shared responsibility and work towards a society where women rights are protected and where gender-based violence is no longer tolerated, anywhere or by anyone. May our resolve today is realised in a better future tomorrow.

آج ہم دنیا بھر کی کروڑوں خواتین اور لڑکیوں کے ساتھ اظہارِ یکجہتی کرتے ہیں جو اب بھی طرح طرح کے تشدد کا سامنا کر رہی ہیں۔ عورت پر تشدد نہ صرف انفرادی سطح پر غلط ہے بلکہ انسانی حقوق کی سنگین خلاف ورزی ہونے کے ساتھ ساتھ انسانی وقار کے منافی عمل اور معاشروں کی ترقی میں ایک بڑی رکاوٹ بھی ہے۔

خواتین اور لڑکیوں کو تعلیم، ہنر اور معاشی خود مختاری کے ذریعے بااختیار بنانا تشدد کو ختم کرنے کی بنیادی شرط ہے۔ مضبوط قانونی ڈھانچے، ادارہ جاتی سہارے، آگاہی کا فروغ اور ثقافتی رویّوں میں مثبت تبدیلی بھی اس سلسلے میں  اتنی ہی اہم ہیں۔

اس سال کا موضوع "خواتین اور لڑکیوں کے خلاف ڈیجیٹل تشدد کے خاتمے کے لیے اتحاد" ہمیں پیشگی حکمتِ عملیوں، متاثرہ خواتین کی معاونت اور نظام میں اصلاحات پر سرمایہ کاری بڑھانے کی ترغیب دیتا ہے۔ یہ موضوع ڈیجیٹل دنیا میں خواتین اور لڑکیوں کے خلاف بڑھتے ہوئے تشدد کے فوری سدباب کی ضرورت کو اجاگر کرتا ہے۔ یہ مہم حکومتوں، ٹیکنالوجی کمپنیوں اور ہر فرد کو اس مسئلے کے خاتمے کے لیے متحرک ہونے کا پیغام دیتی ہے۔

ایک ایسے معاشرے کے حصول کے لیے جہاں خواتین بلا خوف و خطر زندگی گزار سکیں، حکومتِ پاکستان نے متعدد اقدامات کیے ہیں، جن میں:
تحفظِ خواتین برائے ہراسگی بمقامِ کار (ترمیمی) ایکٹ 2022
انسدادِ تجاوزِ بالجبر (تفتیش و ٹرائل) ایکٹ 2021
نفاذِ حقوقِ ملکیتِ نسواں ایکٹ 2020
شامل ہیں۔ ان کوششوں کو انسدادِ انسانی اسمگلنگ ایکٹ 2018 سے بھی تقویت ملی ہے، جس میں خواتین کے استحصال اور جبری نقل و حرکت کے خلاف دفعات موجود ہیں۔ علاوہ ازیں، نیشنل کمیشن آن دی اسٹیٹس آف ویمن (NCSW)، فیملی پروٹیکشن سینٹر اور ٹول فری ہیلپ لائن 1099 جیسے معاون ادارے قائم کیے گئے ہیں۔ کم عمری کی شادی کے خاتمے کے لیے قانون سازی بھی نہایت اہم ہے۔ اس ضمن میں سندھ 18 سال کی حد مقرر کر کے سرفہرست ہے، جبکہ اسلام آباد اور پنجاب بھی یہ قانون بنا چکے ہیں۔ توقع ہے کہ دیگر دو صوبے بھی جلد اس پر عمل کریں گے۔

اس موقع پر میں تمام سرکاری اداروں، سول سوسائٹی اور برادریوں سے اپیل کرتا ہوں کہ وہ خواتین کے خلاف تشدد کے خاتمے کے لیے اپنی مشترکہ کوششوں کو مزید تیز کریں اور اس بات کو یقینی بنائیں کہ قوانین نہ صرف منظور ہوں بلکہ پوری طرح نافذ بھی کیے جائیں۔ میں تمام ذمہ دار شہریوں کو بھی دعوت دیتا ہوں کہ وہ ہر طرح کے امتیاز، محرومی اور خاموشی کو چیلنج کریں، کیونکہ تبدیلی کا آغاز ہمارے گھروں اور ہمارے کام کی جگہوں سے ہوتا ہے۔

آئیے ہم عہد کریں کہ ایک ایسا مستقبل تعمیر کریں گے جہاں ہر عورت اور ہر لڑکی خوف اور تشدد سے آزاد زندگی گزار سکے اور اپنی پوری صلاحیتیں بروئے کار لا سکے۔ میں اُن تمام متاثرین، کارکنوں، معاونت فراہم کرنے والے اداروں اور افراد کو خراجِ تحسین پیش کرتا ہوں جو خواتین کی عزت، تحفظ اور سلامتی کے لیے کوشاں ہیں۔

آئیے اس دن اپنے قومی عزم کی تجدید کریں، اپنی مشترکہ ذمہ داری کا احساس کرتے ہوئے ایک ایسے معاشرے کی تشکیل کی طرف بڑھیں جہاں خواتین کے حقوق محفوظ ہوں اور صنفی بنیاد پر تشدد کسی بھی جگہ یا کسی بھی شخص کے ہاتھوں برداشت نہ کیا جائے۔ دعا ہے کہ ہمارا آج کیا گیا عہد آنے والے کل میں ایک بہتر مستقبل کی صورت میں ظاہر ہو۔
