Message on the International Day Against Drug Abuse and Illicit Trafficking - 26 June 2026

The International Day Against Drug Abuse and Illicit Trafficking provides an opportunity to reflect on a challenge that continues to affect societies across the world, including Pakistan. It is also an occasion to recognise that the nature of the drug threat is changing and that our response must evolve accordingly.

In recent years, a new portfolio of highly dangerous synthetic and illicit drugs has emerged alongside traditional narcotics. Criminal networks are increasingly using modern communication technologies and digital platforms to expand their reach, connect buyers and sellers and evade detection. The methods used to finance these activities have also become more sophisticated, including the use of cryptocurrencies and other digital payment channels that operate beyond traditional financial systems.

Equally concerning is the growing use of social media platforms and mobile applications to promote, market and normalise drug use. Harmful substances are often presented as fashionable, harmless or associated with success and social acceptance. Such messages are carefully designed to influence young people at a stage of life when they are forming their views, aspirations and sense of belonging.

Every generation seeks to understand the world around it and is influenced by the environment in which it grows up. Those who profit from the drug trade exploit this reality. In some circles, drug use is portrayed as a symbol of status, freedom or modernity. Such perceptions are dangerous and misleading. There is nothing progressive about addiction, dependency or the destruction of human potential.

The impact of drug abuse is felt in the daily lives of ordinary citizens. A student struggling with substance abuse may see educational opportunities slip away. A young person entering the workforce may find it difficult to build a stable future. Families often bear the emotional and financial burden of caring for loved ones affected by addiction. The consequences extend beyond the individual and affect households, communities and society as a whole.

While firm action against illicit drug production, trafficking and distribution remains essential, enforcement alone cannot solve this problem. We must also strengthen prevention, education, awareness and rehabilitation. Individuals affected by substance dependence deserve support, treatment and opportunities to rebuild their lives. Recovery is possible, and many who receive timely assistance go on to make valuable contributions to their families and communities.

This year’s theme, “Persisting Issues, New Challenges and Innovative Responses to Build a Drug-Free Generation,” reflects the realities of our time. It reminds us that governments, institutions and societies must remain vigilant and adapt to emerging threats.

Addressing this challenge requires a broader national effort. Parliament, the executive, educators, religious scholars, media professionals, community leaders, parents and the wider intelligentsia all have a responsibility to help create a social and cultural environment that encourages healthy choices and meaningful opportunities for young people. We must ensure that our youth find inspiration in education, creativity, service and achievement rather than in harmful influences that place their future at risk.

On this day, I pay tribute to all those serving on the front lines of this effort, including law enforcement personnel, healthcare professionals, educators, counsellors and members of civil society. Their dedication contributes significantly to protecting our communities and strengthening our collective response to this challenge.

The future of Pakistan depends on the wellbeing, confidence and aspirations of its people, particularly its youth. By working together to prevent drug abuse, support recovery and reject the normalisation of harmful substances, we can help build a healthier, safer and more hopeful society for future generations.

May Allah Almighty guide our efforts and bless Pakistan with peace, progress and prosperity.

منشیات کے استعمال اور غیر قانونی اسمگلنگ کے خلاف عالمی دن ہمیں اس چیلنج پر غور کرنے کا موقع فراہم کرتا ہے جو پاکستان سمیت دنیا بھر کے لیے ایک سنجیدہ مسئلہ بنا ہوا ہے۔ یہ دن اس حقیقت کو تسلیم کرنے کا بھی موقع ہے کہ منشیات کے خطرات کی بدلتی نوعیت کے مطابق ہمارے ردِعمل کو بھی تبدیل ہونا چاہیے۔

گزشتہ چند برسوں میں روایتی منشیات کے ساتھ ساتھ انتہائی خطرناک مصنوعی اور غیر قانونی نشہ آور اشیاء کی نئی اقسام سامنے آئی ہیں۔ جرائم پیشہ نیٹ ورک جدید مواصلاتی ٹیکنالوجیز اور ڈیجیٹل پلیٹ فارمز کے ذریعے اپنے اثر و رسوخ کو بڑھا رہے ہیں، خریداروں اور فروخت کنندگان کو آپس میں جوڑ رہے ہیں اور قانون نافذ کرنے والے اداروں کی نظروں سے بچنے کی کوشش کر رہے ہیں۔ ان سرگرمیوں کی مالی معاونت کے طریقے بھی زیادہ پیچیدہ ہو چکے ہیں، جن میں کرپٹو کرنسیوں اور دیگر ڈیجیٹل ادائیگی کے ذرائع کا استعمال شامل ہے جو روایتی مالیاتی نظام کی حدود سے باہر کام کرتے ہیں۔

اس سے بھی زیادہ تشویش ناک امر یہ ہے کہ سوشل میڈیا پلیٹ فارمز اور موبائل ایپلی کیشنز کو منشیات کے استعمال کی تشہیر، ترویج اور اسے معمول کی بات بنا کر پیش کرنے کے لیے استعمال کیا جا رہا ہے۔ نقصان دہ اشیاء کو اکثر فیشن، بے ضرر تفریح یا کامیابی اور سماجی قبولیت کی علامت کے طور پر پیش کیا جاتا ہے۔ ایسے پیغامات خاص طور پر نوجوانوں کو متاثر کرنے کے لیے تیار کیے جاتے ہیں جب ان کے نظریات، امنگیں اور احساسِ وابستگی تشکیل پا رہے ہوتے ہیں۔

ہر نسل اپنے گرد و پیش کی دنیا کو سمجھنے کی کوشش کرتی ہے اور اپنے ماحول سے متاثر ہوتی ہے۔ منشیات کی تجارت سے فائدہ اٹھانے والے عناصر اسی حقیقت کا ناجائز فائدہ اٹھاتے ہیں۔ بعض حلقوں میں منشیات کے استعمال کو مرتبے، آزادی یا جدیدیت کی علامت کے طور پر پیش کیا جاتا ہے، حالانکہ یہ تصورات نہایت خطرناک اور گمراہ کن ہیں۔ نشے، انحصار اور انسانی صلاحیتوں کی تباہی میں کوئی ترقی پسندی نہیں۔

منشیات کے استعمال کے اثرات عام شہریوں کی روزمرہ زندگی میں نمایاں طور پر محسوس کیے جاتے ہیں۔ نشے کا شکار ایک طالب علم تعلیمی مواقع سے محروم ہو سکتا ہے۔ ملازمت کے میدان میں قدم رکھنے والا ایک نوجوان مستحکم مستقبل تعمیر کرنے میں مشکلات کا سامنا کر سکتا ہے۔ متاثرہ افراد کے اہلِ خانہ اکثر جذباتی اور مالی بوجھ برداشت کرتے ہیں۔ اس کے اثرات صرف فرد تک محدود نہیں رہتے بلکہ خاندانوں، برادریوں اور پورے معاشرے کو متاثر کرتے ہیں۔

اگرچہ غیر قانونی منشیات کی پیداوار، اسمگلنگ اور تقسیم کے خلاف مؤثر کارروائی ناگزیر ہے، لیکن صرف قانون نافذ کرنے کے اقدامات اس مسئلے کا مکمل حل نہیں ہیں۔ ہمیں انسداد، تعلیم، آگاہی اور بحالی کے اقدامات کو بھی مضبوط بنانا ہوگا۔ منشیات پر انحصار کا شکار افراد مدد، علاج اور اپنی زندگی ازسرِنو تعمیر کرنے کے مواقع کے مستحق ہیں۔ صحت یابی ممکن ہے اور بروقت معاونت حاصل کرنے والے بہت سے افراد بعد ازاں اپنے خاندانوں اور معاشرے کے لیے مفید کردار ادا کرتے ہیں۔

اس سال کا موضوع "جاری مسائل، نئے چیلنجز اور منشیات سے پاک نسل کی تشکیل کے لیے اختراعی اقدامات" ہمارے عہد کی حقیقتوں کی عکاسی کرتا ہے۔ یہ ہمیں یاد دلاتا ہے کہ حکومتوں، اداروں اور معاشروں کو چوکس رہنے اور ابھرتے ہوئے خطرات کے مطابق خود کو ڈھالنے کی ضرورت ہے۔

اس چیلنج سے نمٹنے کے لیے ایک وسیع قومی کوشش درکار ہے۔ پارلیمان، انتظامیہ، ماہرینِ تعلیم، علمائے کرام، ذرائع ابلاغ سے وابستہ افراد، کمیونٹی رہنما، والدین اور دانشور طبقے کی مشترکہ ذمہ داری ہے کہ وہ ایسا سماجی اور ثقافتی ماحول تشکیل دیں جو نوجوانوں کو صحت مند طرزِ زندگی اختیار کرنے اور مثبت مواقع سے فائدہ اٹھانے کی ترغیب دے۔ ہمیں یہ یقینی بنانا ہوگا کہ ہماری نوجوان نسل تعلیم، تخلیق، خدمت اور کامیابی میں اپنی تحریک تلاش کرے، نہ کہ ایسے مضر اثرات میں جو اس کے مستقبل کو خطرے میں ڈال دیں۔

اس موقع پر میں ان تمام افراد کو خراجِ تحسین پیش کرتا ہوں جو اس جدوجہد میں، صفِ اول میں خدمات انجام دے رہے ہیں، جن میں قانون نافذ کرنے والے اداروں کے اہلکار، طبی ماہرین، اساتذہ، مشیران اور سول سوسائٹی کے اراکین شامل ہیں۔ ان کی لگن اور خدمات ہماری برادریوں کے تحفظ اور اس چیلنج کے خلاف اجتماعی ردِعمل کو مضبوط بنانے میں اہم کردار ادا کر رہی ہیں۔

پاکستان کا مستقبل اس کے عوام، خصوصاً نوجوانوں کی فلاح، اعتماد اور امنگوں سے وابستہ ہے۔ اگر ہم مل کر منشیات کے استعمال کی روک تھام، صحت یابی کے عمل کی معاونت اور نقصان دہ اشیاء کو معمول کا حصہ سمجھنے کے رجحان کو مسترد کریں تو ہم آنے والی نسلوں کے لیے ایک صحت مند، محفوظ اور پُرامید معاشرہ تشکیل دے سکتے ہیں۔

اللہ تعالیٰ ہماری کوششوں کو کامیاب فرمائے اور پاکستان کو امن، ترقی اور خوشحالی سے نوازے۔
